BPK's findings on the 2024 Hajj Implementation are additional information for the KPK

JAKARTA - The Corruption Eradication Commission (KPK) said that the results of the examination report (LHP) of the Financial Supervisory Board (BPK) related to the implementation of the 2024 hajj could be additional information for investigators.

KPK spokesperson Budi Prasetyo said that the BPK findings would be studied to investigate the alleged corruption in determining quotas and the implementation of the 2023-2024 hajj in the Ministry of Religion. As for the Summary of the Results of the First Semester of 2025, the BPK noted a number of problems, including the mismatch in filling the quota for pilgrims.

"The summary of the results of the BPK's examination of the implementation of the 2024 hajj pilgrimage can certainly be an enrichment of information to assist the investigation process of the hajj quota case which is in progress at the KPK."

"Moreover, in this case, the KPK is also cooperating with the BPK to calculate state financial losses," Budi told reporters, Saturday, December 13, 2025.

In the IHSP document, the BPK concluded that the financial accountability for the implementation of the 2024 hajj was in accordance with the criteria with exceptions. The reason is, significant problems are still found.

"Among them, the filling of the 1445H/2024M quota does not comply with regulations. This is shown by: (1) There are 61 pilgrims who departed in 1445H/2024M who have performed the Hajj in the last 10 years; (2) The filling of the quota of 3,499 pilgrims of mahram integration does not comply with the requirements; and (3) The filling of the quota of 971 pilgrims of the portion of the portion does not comply with the applicable provisions," it reads in the document.

"This problem has resulted in the postponement of the departure of pilgrims who meet the requirements according to the provisions and the burden of the 1445H/2024M Hajj budget to cover subsidies for as many as 4,531 pilgrims who are not entitled."

Based on these findings, the BPK has submitted recommendations to the Minister of Religion, including establishing a plan to resolve the problems of pilgrims who are not entitled to merger and transfer.

"Overall, the results of the examination of compliance with financial accountability for the implementation of the 1445H/2024M Hajj pilgrimage at the Ministry of Religion revealed eight findings containing 17 problems. The problems include six SPI weaknesses, nine non-compliance problems amounting to IDR 596.88 billion, and two 3E problems amounting to IDR 779.27 million."

As previously reported, the KPK is investigating alleged corruption related to quotas and the organization of the 2023-2024 hajj at the Ministry of Religion (Kemenag). No suspects have been determined because they use a general investigation order (sprindik).

However, the Minister of Religion Yaqut Cholil Qoumas, Ishfah Abidal Aziz alias Gus Alex who was a special staff when Yaqut served as Minister of Religion, and Fuad Hasan Masyhur as the owner of the Maktour Hajj organizing office have been prevented from going abroad for some time.

The general sprindik uses Article 2 Paragraph 1 and/or Article 3 of Law Number 31 of 1999 concerning the Eradication of Corruption as amended by Law Number 20 of 2021 jo Article 55 paragraph 1-1 of the Criminal Code. This means that there is state loss that occurs due to this corrupt practice.

The state's losses in the 2023-2024 quota and Hajj management corruption cases are said to have reached more than Rp. 1 trillion. This figure emerged because it started with the distribution of 20,000 additional quota quotas from the Saudi Arabian government for Indonesia in order to reduce the queue.

However, the distribution was not in accordance with the rules because the Minister of Religion's Decree (SK) signed by Yaqut divided the additional quota 50 percent for special prospective pilgrims and 50 percent for regular prospective pilgrims. However, the quota according to the law should be 92 percent for regular pilgrims and 8 percent for special pilgrims.
