JAKARTA - Deputy Chairperson of the Indonesian People's Consultative Assembly, Benny K. Harman, assessed that the national defense and security system needs to be updated immediately in order to be able to anticipate modern threats, especially in the realm of cyberspace.
He emphasized that the defense framework regulated in Article 30 of the 1945 Constitution has not accommodated the increasingly massive development of technology and new forms of attack.
According to Benny, the definition of threats to the state has changed drastically. If in the past the defense force relied on soldiers and heavy weapons, now cyber warfare can trigger destruction without a single bullet being fired.
"We need to redefine challenges and threats, both physically and unphysically, to the safety of the country in the current century. Is it still the same as before or has changed," said Benny in his statement in Jakarta, Antara, Wednesday, December 3.
He explained that the threat of non-physicalism is even more dangerous because it can paralyze a country from various aspects: infrastructure, economy, public data, to political stability. Therefore, according to him, Article 30 of the 1945 Constitution needs to be updated if Indonesia one day amends the constitution.
"Article 30 of the Constitution tends to be only appropriate to anticipate the war using weapons, but has not anticipated the possibility of a cyber war. Therefore, if one day there must be an amendment, the change to Article 30 is a necessity," he said.
On the other hand, cyber expert from the National Cyber and Crypto Agency (BSSN), Sigit Kurniawan, explained that the cyber world is now moving very fast and has penetrated all aspects of life, including defense and security. The term cyber war' is no longer an abstract concept, but a reality that has already occurred, as in the Russian conflict Ukraine and the Israeli attack on Iran's nuclear facilities.
Sigit added that cyber technology not only presents risks, but also great opportunities for strengthening the defense system, starting from land, sea, air, to space.
