TANJUNGPINANG DPRD and the Riau Islands Provincial Government (Kepri) agreed to postpone the budgeting of additional income allowances (TPP) for state civil servants for two months in the 2026 APBD.

Deputy Chairperson of the Riau Islands DPRD, Bakhtiar, said that the postponement of the ASN TPP for the November and December 2026 periods was a consequence of the central government's cutting of transfer funds (TKD) by Rp495 billion.

This condition makes the Riau Islands Provincial Government have to make efficiency in various budget posts.

According to Bakhtiar, the decision to postpone the TPP is not an easy step, considering that this policy concerns the stability of the ASN economy as well as has a chain impact on the regional economy. However, the depressed fiscal condition makes this choice must be taken.

"The lack of TPP ASN for November and December will be a priority budget for the 2026 Riau Islands Amendment APBD," he said as quoted by Antara, Monday, December 1.

He said regional spending in the 2026 Riau Islands APBD had been set at IDR 3.5 trillion, down 9.65 percent or IDR 374 billion compared to the 2025 APBD which reached IDR 3.9 trillion. Therefore, all regional apparatus organizations (OPD) were also affected by the rationalization of the budget carried out.

Meanwhile, Riau Islands Governor Ansar Ahmad hopes that ASN will understand this condition, considering that local governments must make savings amid reduced income from central transfer funds. He ensured that the TPP would return to normal if the APBD improved again and supported by new sources of income.

Ansar also asked ASN to continue to maintain professionalism and work spirit in providing public services. He said the Riau Islands Provincial Government was pursuing several potential sources of income, ranging from sea sand sedimentation to revenue for anchorage utilization through regional companies.

"In 2026, we need to save. Regional spending is prioritized for infrastructure, stunting handling, extreme poverty, and increasing investment for the welfare of the community," he said.
