MPR Chair: Draft GBHN Completed, Immediately Discussed With Prabowo

JAKARTA - Chairman of the People's Consultative Assembly (MPR) Ahmad Muzani said that the latest version of the draft Big Lines of State Policy (GBHN) which is currently referred to as the Principles of State Policy (PPHN) was completed. The draft will soon be discussed together with President Prabowo Subianto.

"The land submitted by the MPR is final and complete, and we want to convey it to the President for discussion," said Ahmad Muzani as quoted by ANTARA, Monday, November 10.

Muzani has not been able to reveal the meeting between himself and President Prabowo to discuss the PPHN draft, but he has asked for time to meet the President.

"Yes, we are asking for time to meet with the President to discuss the issue," said MPR RI Chairman Ahmad Muzani.

He continued one of the issues that will be discussed together regarding the legal basis for the PPHN.

"This is what we want to discuss whether TAP (Decision, ed.) MPR or law, or what," continued Muzani.

Chairman of the MPR RI Ahmad Muzani during a speech at the Annual Session of the MPR RI and the Joint Session of the DPR-DPD RI 2025 at the Nusantara Building, Parliament Complex, Jakarta, on August 15, 2025 announced that the MPR had completed the initial formulation of PPHN.

Then in the first week of September 2025, the Indonesian People's Consultative Assembly (BP) held a plenary meeting to discuss one of them was the development of the preparation of PPHN.

Chairman of BP MPR Andreas Hugo Pareira, during a plenary meeting, explained that PPHN was designed to use the Pancasila paradigm and the 1945 Constitution of the Republic of Indonesia (UUD 45).

There are three main areas that are the focus of the preparation of PPHN, namely the development of character and human quality, the development of social-political institutions and governance, as well as economic development and welfare. PPHN documents are compiled in six chapters, starting from the introduction, general conditions, vision and mission, policy direction, implementation rules, to closing.

BP MPR also offers three options for PPHN's legal basis, namely the 1945 Constitution, MPR TAP, or law.

"Judging from the substance, PPHN is a state policy that should be established by the MPR, as a state institution that has the authority to change and establish the highest written rules and has the highest institutional representation," said Andreas Hugo.
