5 Contractors Who Give Money Ijon To Former Situbondo Regent Karna Suswandi Detained By KPK

JAKARTA - The Corruption Eradication Commission (KPK) announced the detention of five new suspects in bribery cases related to the management of the National Economic Recovery Fund (PEN) and the Procurement of Goods and Services (PBJ) in the Situbondo Regency Government in 2021-2024.

They are contractors who are suspected of giving money to the former Regent of Situbondo Karna Suwandi.

"Based on the adequacy of evidence, the KPK then again named a suspect and detained five people as the giver," said Acting Deputy for Enforcement and Execution of the KPK Asep Guntur Rahayu at a press conference at the KPK's Merah Putih building, Kuningan Persada, South Jakarta, Monday, November 10.

For information, this case is the development of the case that previously ensnared Karna Suwandi and Eko Prionggo Jati, the former Head of Highways Division of PUPP Situbondo. They have been found guilty by the Surabaya Corruption Court on October 31, 2025.

Returning to Asep, he said the five suspects were detained for the first 20 days. They were placed in the KPK branch detention center from November 4 to November 23, 2025.

The following are the five suspects detained:

1. ROS (Roespandi), Director of CV Ronggo

2. AAR (Adit Ardian), Director of CV Karunia

3. TG (Tjahjono Gunawan), owner of CV Citra Bangun Persada

4. MAS (Muhammad Amran Said Ali), Director of PT Anugrah Cakra Buana Jaya Lestari

5. AFB (As'al Fany Balda), Director of PT Badja Karya Nusantara

Asep said this case began in 2021. The Situbondo Regency Government plans to use PEN loan funds for construction work at the PUPP Office which is canceled and uses the Special Allocation Fund (DAK).

"In the process of procuring goods and work package services at the PUPP Office of the Situbondo Regency Government in 2021 '2024, KS as Regent and EPJ as PPK is suspected of making arrangements for winning work packages," explained Asep.

Because Suwandi allegedly asked for a 10 percent investment fee for the five contractors to win in the project auction. "Meanwhile, the EPJ asked for a commitment fee of 7.5 percent of the conditioning carried out," he said.

Karna and Eko Prionggo Jati are suspected of receiving money from the five contractors with a total of Rp4.21 billion.

For the victory of the suspects in the procurement at the PUPP Service, Karna Suswandi together with Eko Prionggo Jati are suspected of receiving money from the five contractors with a total of IDR 4.21 billion.

Details of such acceptances are:

1. FROM ROS: IDR 780.9 million

2. From TG: IDR 1.60 billion

3. From AAR: IDR 1.33 billion

4. From MAS and AFB (together): IDR 500 million

The KPK regrets the misuse of funds that should be prioritized for public services in Situbondo, which in fact is an area with limited financial capacity.

"Ironically, the funds that should be used to accelerate development and have an impact on the welfare of the community are instead misused for personal gain," said Asep.

As a result of his actions, the five suspects who gave bribes were suspected of violating Article 5 paragraph (1) letter a or Article 5 paragraph (1) letter b or Article 13 of Law Number 31 of 1999 concerning the Eradication of Criminal Acts of Corruption.
