The Corruption Eradication Commission (KPK) Has Expressed That The Head Of UPT Is Threatened With Being Removed If He Doesn't Deposit The Thugs' Allotment For The Governor Of Riau

JAKARTA - The Corruption Eradication Commission (KPK) revealed that the Head of the PUPR-PKPP Service Muhammad Arief Setiawan, who is the representative of Riau Governor Abdul Wahid, threatened to remove the Head of the Integrated Service Unit (UPT) of the PUPR Service of PKPP if he did not hand over the rations of thugs or fees.

This was conveyed by the Deputy Chairperson of the KPK Johanis Tanak when announcing Riau Governor Abdul Wahid; M. Arief Setiawan as Head of the Riau Province Public Works, Spatial Planning, Housing, Settlement and Land Areas (PUPR PKPP); and Dani M. Nursalam as an expert for the Governor of Riau as a suspect today, November 5.

The fee was given regarding the addition of the 2025 budget allocated to the UPT Jalan and Jembatan Region I-VI PUPR PKPP Service.

"Brother MAS, who represented AW, asked for a fee of 5 percent or Rp. 7 billion," Johanis said at a press conference at the KPK's Merah Putih building, Kuningan Persada, South Jakarta, Wednesday, November 5.

"For those who do not comply with the order, they are threatened with removal or transfer from their positions," he continued.

Johanis said this tribute was given and known as thugs' rations. Furthermore, the request for this fee was met and given a code 7 sticks.

This fee was then deposited three times for Abdul Wahid, which has occurred since June 2025. Initially, Ferry Yunanda collected Rp1.6 billion from the Heads of UPT.

From this money, Ferry channeled Rp1 billion of funds to Abdul Wahid through an expert intermediary, Dani M Nursalam.

Then in August 2025, the anti-corruption commission found Ferry billowing money from UPT heads again in the amount of Rp1.2 billion.

On the orders of M Arief Setiawan, the money was distributed to the driver in the amount of Rp. 300 million, the proposal for regional apparatus activities was Rp. 375 million and was stored by Ferry for Rp. 300 million.

Next, the collection was carried out by the Head of UPT 3 with a total of Rp1.25 billion in November 2025. The money then flowed to Abdul Wahid through M Arief worth Rp450 million and allegedly flowed Rp800 million which was given directly to Abdul Wahid.

"So, the total handover in June-November 2025 reached IDR 4.05 billion from the initial agreement of IDR 7 billion," he said.

The Rp800 million was later found by the anti-corruption commission team during a silent operation.

As a result of their actions, the suspects are suspected of having violated the provisions in Article 12e and/or Article 12f and/or Article 12B of Law Number 31 of 1999 concerning Eradication of Criminal Acts of Corruption as amended by Law Number 20 of 2001 concerning Amendments to Law Number 31 of 1999 concerning Eradication of Criminal Acts of Corruption in conjunction with Article 55 paragraph (1) of the 1st Criminal Code.
