Commission VIII Of The House Of Representatives (DPR) Strives For 2026 Hajj Fees To Drop By IDR 2 Million Per Congregation

JAKARTA - Commission VIII of the DPR is still working on a proposal for the 2026 Hajj fee so that it can decrease by around Rp. 2 million per congregation, after previously the Government through the Ministry of Hajj and Umrah proposed a BPIH of Rp. 88.4 million and a Bipih of Rp. 54.9 million.

Chairman of Commission VIII of the House of Representatives, Marwan Dasopang, said that his party continues to coordinate with the government and relevant stakeholders to provide the best service for the 2026 Hajj pilgrims in a working committee meeting (panja).

"Yes, the decision of the committee, we will hold another meeting later as a panja decision. We will make it big. So yesterday (2025) was Rp. 89 million, now it's Rp. 88 million, if we try to reduce another Rp. 1 million, it will be Rp. 87 million," said Marwan at the DPR building, Senayan, Jakarta, Tuesday, October 28.

"(The decrease, ed) can be consumed (cost), it can be used on plane tickets, it can be rented around that. It cannot be mentioned yet," he continued.

Despite the decline, Marwan said Commission VIII of the DPR recorded several important points, especially regarding services.

The services mentioned in the form of accommodation services, consumption services, transportation, air flights, then health and others can certainly give the best for Indonesian pilgrims. "What evidence is the best, we ask for all contract documents, the transaction notes are given to Commission VIII, so we will be able to evaluate later," he said.

Second, Commission VIII of the DPR did not provide recommendations and even prohibited Indonesian pilgrims in Mina from occupying the Mina Jadid area. He said that this year there is still a possibility that 19,000 pilgrims will be placed in Mina Jadid.

"We do not recommend that we continue to negotiate in Saudi, both against the government and the essence that handles it to place 19,000 in the Mina area, not Mina Jadid," he explained.

"If they can't negotiate, these 19,000 cannot stay at Mina Jadid. We just do Murur and tanazul. They don't spend the night in Mina completely, it is enough to be an obligation to spend the night, the rest stay in hotels. We will wait after a contract with the Saudi government," he continued.

If it has been agreed that the Hajj service will improve, then it is still possible that the 2026 hajj fee will be lowered. Marwan said that his party had asked for a calculation simulation in the discussion of the committee, because the average cost of Rp. 88 million would change if the pattern per embarkation was applied.

"Because the embarration that adds to the significant quota is East Java, Central Java, it will affect because the multiplication is quite large. Meanwhile, the cost of the plane is higher than the others. That's why we will calculate it later," said Marwan.

"If it is still possible, we actually in internal committee meetings still hope to decrease by Rp. 2,000,000. But if they can't, after they reduce Rp. 1,000,000, at least Rp. 1,000,000. We'll see the numbers first," he concluded.

Previously, the Ministry of Hajj and Umrah proposed a pilgrimage (Bipih) fee of Rp. 54.9 million per congregation or 62 percent of the proposed cost of organizing the Hajj pilgrimage (BPIH) in 1447 H / 2026 AD amounting to Rp. 88.4 per congregation. This proposal decreased by Rp. 1 million per congregation compared to last year's BPIH which amounted to Rp. 89.4 million per congregation.

This was conveyed by the Deputy Minister of Hajj and Umrah, Dahnil Anzar Simanjuntak during a working meeting with Commission VIII of the DPR on Monday, October 27.

Dahnil said that the Hajj operational budget for 1447 H/2026 AD had been submitted to Commission VIII of the DPR RI through letter number S 26/2025 dated October 24, 2025 regarding the proposal of the regular BPIH and specifically for 1447 H/2026 AD.

"For the year 1447 hijri or 2026 AD, the government proposed an average BPIH per congregation of Rp. 88,409,365.45 with a Bipiah composition of Rp. 54,924,000 or equivalent to 62 percent of the total value, the optimization benefit value is Rp. 33,485,365.45 or 38 percent," Dahnil said in a meeting.

"In short, the value we submitted was related to BPIH, a decrease of Rp. 1 million compared to last year," he added.
