BOGOR - Bogor City DPRD together with the Bogor City Government have established a Draft Regional Regulation (Raperda) on the Prevention of Narcotics Abuse and Dark Circulation, Psychotropics and Addictive Substances (P3Napza) and the Raperda on Amendments to Regional Regulation number 4 of 2017 concerning Prevention and Quality Improvement of Slum Housing and Kumuh Settlement into Regional Regulations (Perda) at the plenary meeting, Wednesday 8 October.

The chairman of the Bogor City DPRD, Adityawarman Adil, said that the stipulation of these two regional regulations was an effort by the Bogor City Government in fighting drug trafficking and eliminating slums in Bogor City.

"We see that the danger of drug trafficking is very real. So with a legal umbrella in the form of a regional regulation, hopefully, our steps in fighting drug trafficking can be carried out optimally," said Adit.

Meanwhile, regarding the slum settlement problem, Adit explained that the issue had become a note for the BPK in recent years.

Because if you look at the existing data, the Bogor City Government still has to complete approximately 231 hectares of slum settlements spread across 58 urban villages.

"This means that the existence of this slum settlement must be addressed immediately, so we hope that with the determination of changes to the regional regulation, the City Government can penetrate quickly," said Adit.

In the plenary session, a spokesman for the Special Committee for the Raperda P3Napza team, Tri Riyanto Andhika Putra, said that there are 16 chapters and 25 articles that will be instructions for the Bogor City Government in preparing a work plan for dealing with drugs.

"This is a form of effort that we also recommend in the future that there can be a BNNK in Bogor City, of course from the Bogor City BNNK they can issue an assessment and also implement it," said Riyanto.

Furthermore, Riyan also said that the Raperda P3Napza is in line with the breath of the Bogor City RPJPD which wants to make Bogor City a Sustainable Science City.

So that keeping the younger generation of Bogor City from the dangers of latent drugs is a must.

"There is also security for the people of Bogor City in handling anticipation and so on and this is very important for us to provide education to the people of Bogor City, especially for the next generations," he concluded.

Separately, the spokesman for the Special Committee for the Raperda of the Kumuh Settlement, Abdul Rosyid, conveyed that the purpose of determining this regional regulation was to make Bogor City free from slum settlements in accordance with the Bogor Mayor's vision and mission, Bogor Beles.

Because in accordance with the mandate of the regional regulation, the Bogor City Government is obliged to intervene around 10 hectares of land each year with the assistance of the province and the central government.

"With this projection, some are intervened by the city government, some are intervened by the province, some are intervened by the center. The city is covered by 0-10 hectares, provinces 10-15 hectares and centers are 12-13 hectares and above," explained Rosyid.

However, Rosyid emphasized that this task was not only carried out by the Disperumkim, but there must be collective work from various agencies involved in urban planning.

Because it is undeniable that the slum arrangement program will cost quite a lot.

"So indeed the task is not only in Disperumkim because there are 7 indicators that are targeted. So we hope that other agencies will be involved with budgeting that is distributed to all sectors so that they can solve this slum settlement problem," he concluded.
