Batam Prosecutor's Office Names 4 Billions Of Insurance Corruption Suspects

The Batam District Attorney (Kejari), Riau Islands, has named four suspects in the alleged corruption case of irregularities in the closure of PT Persero Batam's asset insurance at PT Berdikari Insurance branch Batam 2012-2021 which cost the state Rp2.2 billion.

"Based on the evidence obtained, investigators have named four suspects," said Batam District Attorney I Chief Wayan Wiradarma as quoted by ANTARA, Thursday, October 16.

The four suspects are HO, as General Manager of Accounting and Finance of PT Persero Batam for the 2013-2020 period; Du, as President Director of PT Persero Batam for the 2018-2020 period; BU as the Insurance Function of PT Persero Batam for the period 2021-2013 and TA, as Acting President Director of PT Persero Batam for the 2015-2020 period.

The four were named as suspects based on the Batam Kejari letter dated October 16, 2025, and they were detained at the Batam Detention Center for the next 20 days.

Of the four suspects, only three were arrested. One suspect with the initials TA, was not present to fulfill the summons of the Batam Kejari investigators for questioning today.

"One person was named a suspect with the initials TA, did not come according to our summons so the suspect had not been detained," he said.

The position of this case, he said, was the result of the development of the case handled by the Riau Islands High Prosecutor's Office (Kejati Kepri).

On October 17, 2024, the Riau Islands Prosecutor's Office named two suspects, namely SS as Corporate Secretary of PT Persero Batam, and AMK as Head or Branch Head of PT Berdikari Insurance branch Batam. Both have the status of convicts.

"From the facts of the trial at that time, several parties had to be held accountable, regarding irregularities in closing PT Persero Batam's asset insurance at PT Berdikari Insurance branch Batam for the 2012-2021 period," said Wayan.

In this case, PT Usahasan Daerah Industri Pulau Batam or Persero Batam conducted an insurance service selection, namely PT Berdikari Insurance branch Batam not in accordance with statutory regulations related to the procurement of goods and services.

PT Persero Batam as BUMD should choose insurance services by auction or by direct appointment. However, what was done immediately pointed to without a contract.

Based on the audit report on the calculation of state losses in this case, which was determined by BPK RI on December 4, 2023, which amounted to Rp2.23 billion.

For their actions, the suspects were charged with Article 2 and/or Article 3 of the Corruption Crime Law in conjunction with Article 55 paragraph (1) of the 1st crime.

"The investigative team continues to explore legal facts so that it is possible that in the future there will be other parties who are asked to be held criminally responsible," said Wayan.

Prior to the detention, the Batam Kejari investigators had conducted a health check on the suspects. Including one of the suspects with the initials BU as the insurance functional of PT Persero Batam for the period 2021-2013, because he was old (65 years) when he was detained he walked with a stick.

"The health team ensures that the condition of the suspects is in good health, and there is no accompanying chronic disease. But we continue to coordinate with the Batam Detention Center, if in the future the suspect needs treatment, we make sure his rights are fulfilled," said Head of Special Crimes (Kasipidsus) Kejari Batam Tohom Hasiolan.
