KPK Explores Allegations Of Deviations In The Initial Process Of Selling And Purchasing Land For The Trans Sumatra Toll Project

JAKARTA - The land acquisition project for the construction of the Trans Sumatra Toll Road (JTTS) is again in the spotlight. In its implementation, the national strategic project is allegedly full of irregularities in the early stages of land buying and selling, which is currently being investigated more deeply by the Corruption Eradication Commission (KPK).

The KPK continues to develop investigations into cases of alleged corruption in the procurement of JTTS land for the 2018-2020 fiscal year, focusing on the initial stages of land transactions involving a number of parties.

The KPK spokesman, Budi Prasetyo, explained that the investigation was carried out through the examination of four witnesses on Thursday (9/10), consisting of three notaries, Rudi Hartono, Genta Eranda, and Ferry Irawan, as well as an entrepreneur named Bastari.

"All witnesses were present, and investigators asked for information on how the initial process of buying and selling land. Then the witness was also investigated regarding allegations that the land had been conditioned by the suspect from the start, namely buying land owners to be intended to be sold to PT HK or Hutama Karya (Persero)," Budi said when confirmed by ANTARA.

The KPK previously announced the start of the investigation of this case on March 13, 2024. In this case, the anti-corruption agency named three suspects, namely former President Director of PT Hutama Karya (Persero) Bintang Perbowo (BP), former Head of Division at PT HK M. Rizal Sutjipto (RS), and Commissioner of PT Sanitando Tangsel Jaya (STJ) Iskandar Zulkarnaen (IZ). Apart from individuals, the KPK has also named PT STJ as a corporate suspect.

However, the investigation into Iskandar Zulkarnaen was stopped after he died on August 8, 2024.

Furthermore, on August 6, 2025, the KPK officially detained Bintang Perbowo and M. Rizal Sutjipto to speed up the legal process. On the same day, the KPK also announced the results of the calculation of the Financial and Development Supervisory Agency (BPKP) which stated a potential state financial loss of Rp205.14 billion in the project.

The loss consisted of Rp133.73 billion from PT Hutama Karya's payment to PT STJ for land in Bakauheni, and Rp71.41 billion for land purchases in Kalianda, both located in Lampung Province.
