KPK Announces 21 Suspects Of Bribery Of East Java Pokmas Grant Funds, Former DPRD Chairperson To DPR Member Anwar Sadad

The Corruption Eradication Commission (KPK) announced 21 suspects for alleged bribery in the management of grant funds for the East Java Province community group (pokmas) in 2019-2022.

Among them are Kusnadi, former Chairman of the East Java Provincial DPRD and DPR legislator Anwar Sadad who previously served as Deputy Chair of the East Java DPRD.

"After a series of investigative and investigative activities, based on the adequacy of evidence, the KPK then named 21 suspects," said Acting Deputy for Enforcement and Execution of the KPK Asep Guntur Rahayu to reporters, Thursday, September 2.

Asep also explained that this bribery case was the development of a hand arrest operation (OTT) that ensnared Sahat Tua P. Simanjuntak as Deputy Chairman of the East Java Provincial DPRD for the 2019-2024 period.

The following are the details of 21 suspects in this case:

As the recipient:

1. KUS (Kusnadi) - Chairman of the East Java Provincial DPRD.

2. AS (Anwar Sadad) - Deputy Chairman of the East Java Provincial DPRD.

3. AI (Achmad Iskandar) - Deputy Chairman of the East Java Provincial DPRD.

4. BGS (Bagus Wahyudiono) - Staff from the US.

As the giver:

1. MHD (Mahud) - Member of the East Java Provincial DPRD 2019 2024.

2. FA (Fauzan Adima) - Deputy Chairperson of the 2019 2019 2019 2024 Sampang Regency DPRD.

3. JJ (Jon Junaidi) - Deputy Chairman of the 2019 Probolinggo Regency DPRD 2019 2024.

4. AH (Ahmad Heriyadi) - Private from Sampang Regency.

5. AA (Ahmad Affandy) - Private from Sampang Regency.

6. AM (Abdul Motollib) - Private from Sampang Regency.

7. MM (Moch Mahrus) - Private from Probolinggo Regency (now member of the 2024 2029 East Java DPRD).

8. AR (A Royan) - Private from Tulungagung.

9. WK (Wawan Kristiawan) - Private from Tulungagung.

10. SUK (Sukar) - Former Village Head from Tulungagung Regency.

11. RWR (Ra Wahid Ruslan) - Private from Bangkalan Regency.

12. MS (Mashudi) - Private from Bangkalan Regency.

13. MF (M Fathullah) - Private from Pasuruan Regency.

14. AY (Achmad Yahya) - Private from Pasuruan Regency.

15. AJ (Ahmad Jailani) - Private from Sumenep Regency.

16. HAS (Hasanuddin) - Private from Gresik Regency (now member of the 2024 2029 East Java DPRD).

17. JPP (Jodi Pradana Putra) - Private from Blitar Regency.

In addition to announcing 21 suspects, the KPK also detained five suspects who gave bribes to Kusnadi. They are Hasanuddin who is a member of the East Java DPRD for the period 2024-2029 and previously a private party from Gresik Regency, East Java; Jodi Pradana Putra as a private party from Blitar Regency, East Java; Sukar who is a former Village Head from Tulungagung Regency, East Java; and Wawan Kristiawan as a private party from Tulungagung.

"Seharusnya lima (tersangka yang ditahan, red) tapi untuk AR minta dijadwalkan ulang pemeriksaannya karena kondisi kesehatannya tidak memungkinkan," ungkapnya.

Asep detailed that the parties who had been detained gave bribes to Kusnadi with the following details:

The giving, continued Asep, was carried out in the capacity of the field coordinator (Korlap). They then highlighted Kusnadi's basic thought grant (pokir), which allotted Rp398.7 billion.

"Each corlap makes a proposal for a grant by determining the type of work itself, making its own budget plan (RAB), and the accountability report (LPJ) itself," explained Asep, who also serves as Director of KPK Investigation.

This consolidation is accompanied by the distribution of fees. Jodi, Hasanuddin, Sukar, Wawan, and A. Royan as Korlap also received a share.

In detail, Asep said, Kusnadi as a legislator who gets a fee of 15-20 percent; Korlap gets 5-10 percent; the pokmas management gets 2.5 percent; and the admin for making proposals and LPJ gets around 2.5 percent.

"So that the poor funds that are really used for community programs are only around 55 percent to 70 percent of the initial budget," he said.

As a result of his actions, the four suspects who have been detained are suspected of violating Article 5 paragraph (1) letter a or letter b or Article 13 of Law Number 31 of 1999 concerning Eradication of Criminal Acts of Corruption as amended by Law Number 20 of 2001 concerning Amendments to Law Number 31 of 1999 concerning Eradication of Criminal Acts of Corruption Jo. Article 55 paragraph (1) 1st of the Criminal Code.
