OIKN Reveals 9,500 ASN People Move Gradually To IKN Until 2029

The capital city of Nusantara (IKN) as a candidate for the capital city of Indonesia in parts of North Penajam Paser Regency and Kutai Kartanegara Regency, East Kalimantan Province (Kaltim), is ready to gradually welcome the move of around 4,100 state civil servants (ASN).

"IKN is ready to welcome 4,100 ASN people on duty at IKN," said Head of the Archipelago Capital Authority (OIKN) Basuki Hadimuljono when asked about the development of IKN in Sepaku, Penajam Paser Utara, Monday, which was confiscated by Antara.

The government has officially stipulated Presidential Regulation (Perpres) Number 79 of 2025 concerning the Update of the Government Work Plan for 2025.

Based on the Presidential Decree, it is gradually targeted that as many as 1,700 to 4,100 ASN will start serving in IKN, he explained, and until 2029 it is projected to reach 9,500 ASNs stationed in IKN.

Presidential Decree Number 79 of 2025, emphasized the target of making IKN the Capital City of Politics in 2028, with the support of ASN transfer and the provision of adequate infrastructure.

"These regulations provide certainty for the community, business actors and investors, do not doubt the continuation and completion of IKN development," he said, which is currently ongoing.

"The President regulates the direction of national development, including the acceleration of IKN development," he continued.

Phase one of the construction of the IKN 2022-2024, the Garuda Palace, government offices, the residence of the state civil apparatus (ASN) and ministers, hospitals, hotels, and Nusantara Airport, as well as supported by private investment.

Phase one IKN development also introduced standards for green buildings (BGH) and smart buildings (BGC), he explained, supported by an integrated control center (command center).

The integrated control center of IKN is based on a closed circuit television (CCTV), unmanned aircraft (drone) and the concept of a network of physical devices connected via the internet (internet of things/IoT) to monitor development progress according to current conditions (real-time).

Phase two of the IKN 2025-2028 development, focus directed on the transfer of ASN, construction of legislative and judicial buildings, he said, as well as connectivity infrastructure, green open space, arrangement of the Sepaku area, and investment in education.

As of September 2025, to support the ASN transfer process, he continued, 44 ready-to-live residential towers have been available, as well as three towers in the completion stage and four other new towers are still under construction.

"The development of IKN is not just a relocation of the capital city, but also a transformation towards modern, collaborative, and global competitive governance," said Basuki.
