JAKARTA - The Riau Islands (Kepri) High Prosecutor's Office (Kejati) has discontinued the prosecution of the alleged assault case involving suspect Junin Manik in Karimun through restorative justice (RJ) on Monday, September 29.
Kepri High Prosecutor's Office Head J. Devy Sudarso attended the online presentation of the request to terminate the case, led directly by the Attorney General's Deputy Attorney General for General Crimes (Jampidum) Asep Nana Mulyana.
"The Attorney General's Office Jampidum has approved the termination of the case based on restorative justice," Devy said in a statement confirmed in Batam on Monday, as quoted by Antara.
According to him, the assault case in Karimun met the requirements for termination through the Restorative Justice mechanism, in accordance with Indonesian Attorney General's Regulation Number 15 of 2020 concerning Termination of Prosecution Based on Restorative Justice in conjunction with Jampidum Circular Letter Number: 01/E/EJP/02/2022 concerning the Implementation of Termination of Prosecution Based on Restorative Justice.
The requirements are that the case must have a peace agreement between the victim and the suspect, the suspect has never been convicted, is a first-time offender, carries a sentence of no more than five years, and the victim has not suffered any material loss.
Furthermore, the suspect must have admitted his guilt, apologized to the victim, and the victim has forgiven the suspect's actions.
"Another consideration, sociologically, is that the community responds positively to termination of prosecution based on restorative justice for the sake of harmony within the local community," he said.
According to him, after the case was approved, the Karimun District Attorney's Office immediately processed the issuance of a Decree on Termination of Prosecution (SKP2) based on restorative justice as a manifestation of legal certainty and legal benefits.
"Through restorative justice, it is hoped that no lower-class people will be harmed by a sense of injustice. However, it must be emphasized that restorative justice does not mean providing forgiveness for criminals to repeat their crimes," Devy emphasized.
As of September 2025, the Riau Islands High Prosecutor's Office has discontinued prosecutions of 12 criminal cases that occurred in the region.
The assault case occurred in November 2024 at a coffee shop in Sungai Lakam Barat Village, Karimun Regency, between suspect Judin Manik alias Manik and victim Jonson Manurung.
