The Demonstration Fact Finding Team For 6 State Institutions, Coordinating Minister Yusril: Initiative Without President's Directives

Coordinating Minister for Law, Human Rights, Immigration and Corrections (Menko Kumham Imipas) Yusril Ihza Mahendra emphasized that the Government respects and respects the initiative of six State Institutions (LN) in the field of human rights in forming a fact-finding independent team for the excess demonstration at the end of August 2025.

According to him, this was previously conveyed by the Chairman of the National Commission (Komnas) of Human Rights Anis Hidayah in a coordination meeting (rakor) on the handling of demonstrations held by the Government last week at the office of the Coordinating Ministry for Human Rights, Kumham Imipas.

"In the coordination meeting, all related commissions and the Witness and Victim Protection Agency (LPSK) were present, except for the Ombudsman," said Yusril when confirmed in Jakarta, Monday, as quoted by Antara.

He mentioned that on that occasion, each institution submitted a report on various concrete steps for handling, including visits to various regions that had been carried out.

Komnas HAM, he said, was also conducting an investigation into the incident, according to the authority given by law (UU).

"That then the six human rights institutions formed an independent team of fact-finding related to excesses and the handling of demonstrations that led to chaos, this was entirely their initiative as an independent state institution, without any encouragement, let alone directions from the President or the Government," he said.

The Coordinating Minister added that the six institutions, namely Komnas HAM, the National Commission on Violence Against Women (Komnas Perempuan), the Indonesian Child Protection Commission (KPAI), the Ombudsman of the Republic of Indonesia (ORI), LPSK, and the National Commission for Disabilities (KND), are independent state institutions formed by law, so that the Government respects their independence.

Therefore, it was stated that when they invited them to the coordination meeting, the Coordinating Ministry for Human Rights, Kumham Imipas, only coordinated without giving any direction to the state institutions in the field of human rights.

Thus, Yusril continued, the Government respects six human rights state institutions, which at their initiative form an independent team and carry out non-juantial investigations into various demonstration excesses at the end of last August and its handling, with an agenda as they have announced.

Nevertheless, he explained that the formation of an independent team by six human rights LN was different from the proposed formation of the Joint Fact Finding Team (TGPF) as proposed by former Minister of Religion Lukman Hakim Saifuddin to the President in a meeting of figures of the Nation Conscience Movement (GNB) at the State Palace, which was also included in 17+8 of the People's Demands.

"Based on past experience, the formation of the TGPF is usually carried out with a Presidential Decree (Keppres), which at the same time determines the membership, duties, and working period of the team," said the Coordinating Minister.

Regarding the President, it is enough that with the existence of an independent team formed by LN HAM or the need to form a TGPF, he emphasized that it was entirely under the authority of the President and did not dare to precede.

But until now, when the President returned from Qatar, he admitted that he had not received any direction regarding this matter.
