JAKARTA - United States Vice President JD Vance said Russia had made "significant consequences" on the settlement negotiated in its war with Ukraine and believed progress had been made, although there was no clear sign the conflict would end soon.

Speaking at NBC's "Meet the Press with Kristen Welker" event, Vice President Vance said Russian President Vladimir Putin had created several concessions, including Ukraine, to receive security guarantees that protect against Russian aggression in the future.

"I think Russia has made a significant concession to President Trump for the first time in three and a half years of this conflict," Vice President Vance said in a comment broadcast on Sunday.

"They have realized they will not be able to establish a puppet regime in Kyiv. That, of course, is the main demand at the beginning. And most importantly, they have acknowledged there will be security guarantees for Ukraine's territorial integrity," he explained.

Russia's invasion of Ukraine, which was launched in February 2022, sparked a conflict that has killed tens of thousands of people.

Vice President Vance referred to President Trump's announcement this month of an additional 25 percent tariff for Indian goods as punishment for the purchase of Russian oil by New Delhi as a form of economic leverage that will be used to achieve peace.

"He has tried to assert Russia could be invited back into the world economy if they stop the massacre, but they will continue to be isolated if they do not stop the massacre," said Vice President Vance.
