JAKARTA - The Corruption Eradication Commission (KPK) invites pilgrims from 1445 Hijri or 2024 Masehi to witness cases of alleged corruption in determining quotas and organizing Hajj services at the Ministry of Religion in 2023-2024.
"We also need information from witnesses if we wish," said Acting Deputy for Enforcement and Execution of the KPK Asep Guntur Rahayu in his statement, Thursday, August 14.
Asep said one of the criteria for pilgrims who can be witnesses for investigating the case is those who register for special Hajj, but get regular Hajj services.
"Even if the furoda pilgrims are not suitable, then get special Hajj services or regular Hajj services, they can provide information to us," he said.
He said the pilgrims who met the criteria, if they were willing to be witnesses, could speed up the KPK in handling the case.
Moreover, he said, the KPK received information that the furoda hajj pilgrims were special hajj, and special Hajj became regular during the Hajj year.
According to him, this was possible because of the distribution of 20,000 additional quotas from the Government of Saudi Arabia which did not comply with the provisions.
Previously, the KPK announced that it would start investigating cases of alleged corruption in determining quotas and organizing Hajj services at the Ministry of Religion in 2023-2024, namely on August 9, 2025.
The announcement was made by the KPK after asking for information from former Minister of Religion Yaqut Cholil Qoumas on August 7, 2025.
At that time, the KPK also said that it was communicating with the Indonesian Supreme Audit Agency (BPK) to calculate state financial losses in the case.
The KPK on August 11, 2025, announced an initial calculation of state losses in the case reached more than Rp1 trillion, and prevented three people from traveling abroad, one of which was former Minister of Religion Yaqut Cholil Qoumas.
In addition to being handled by the KPK, the Indonesian House of Representatives' Hajj Angkat Special Committee previously claimed to have found a number of irregularities that occurred in the implementation of the 2024 Hajj pilgrimage.
The main point highlighted by the special committee is regarding the distribution of quotas 50:50 from the allocation of 20,000 additional quotas provided by the Government of Saudi Arabia.

At that time, the Ministry of Religion divided an additional 10,000 quota for regular Hajj and 10,000 for special Hajj.
This is not in accordance with Article 64 of Law Number 8 of 2019 concerning the Implementation of Hajj and Umrah, which regulates a special hajj quota of 8 percent, while 92 percent for regular hajj quotas.
