JAKARTA - The Corruption Eradication Commission (KPK) will investigate the parties who designed the Decree (SK) for the distribution of additional hajj quotas. This is because this policy is suspected to be the beginning of a problem that leads to allegations of corruption.

This was conveyed by the acting (Plt) Deputy for Enforcement, Asep Guntur Rahayu, who initially explained that investigators had pocketed a number of evidences related to allegations of corruption in quotas and the implementation of Hajj in 2023-2024.

One of them is the Decree (SK) of the Minister of Religion Number 130 of 2024 concerning additional hajj quotas.

"We have obtained the decree and it is one of the evidences," Asep told reporters at the KPK's Red and White building, Kuningan Persada, South Jakarta, Tuesday, August 12.

Furthermore, Asep said investigators would explore the process of drafting the decree.

"Because in general, at a ministerial level position, the person concerned is indeed designing the decree itself or the decree has been completed," he said.

"So we'll see as before at the beginning, who gave the order. Is there something higher than that then giving orders or what, well, that's what we are investigating," continued Asep, who also serves as Director of KPK Investigations.

In addition to the order giver, Asep said that the agreement behind the making of the decree would also be investigated by investigators. This is because the distribution is not in accordance with the law.

As for the legislation, the additional 20,000 quotas should be divided by 92 percent for regular Hajj and the remaining 8 percent for special Hajj. However, in fact, the distribution is actually done 10,000 for special Hajj and 10,000 for regular Hajj.

Previously reported, the KPK has issued a general investigation warrant (sprindik) for alleged corruption in the addition of quotas and the implementation of Hajj. This institution reasoned that the issuance was carried out so that they could make forced efforts.

"With this public sprindik, we are more free to collect evidence and also collect information so that it makes light of a case that we are currently handling," said Acting Deputy for Enforcement and Execution of the KPK Asep Guntur Rahayu at a press conference at the KPK's Merah Putih building, Kuningan Persada, South Jakarta, Saturday morning, August 9.

The general Sprindik uses Article 2 Paragraph 1 and/or Article 3 of Law Number 31 of 1999 concerning the Eradication of Criminal Acts of Corruption as amended by Law Number 20 of 2021 in conjunction with Article 55 paragraph 1 of the Criminal Code. This means that there are state losses that occur due to this corrupt practice.

The state losses in the corruption case of quotas and the implementation of Hajj for the period 2023-2024 are said to have reached more than IDR 1 trillion. This amount but still increases because it is only the initial calculation of the KPK that continues to coordinate with the Supreme Audit Agency (BPK) of the Republic of Indonesia.
