JAKARTA - Member of Commission B of the DKI Jakarta DPRD Ismail responded to demonstrations by residents of flats (rusun) and apartments at DKI Jakarta City Hall, Monday, July 21 yesterday.
This demonstration against the increase in PAM Jaya water rates, assessed by Ismail, was the result of a decision that the DKI Provincial Government had not carried out an in-depth study.
This refers to the Decree of the Governor of DKI Jakarta Number 730 of 2024 concerning the PAM Jaya Drinking Water Tariff, which classifies apartments as commercial customers (K III Group) with luxury malls and apartments.
"Kita melihat kebijakan kenaikan tariff yang hanya berbasis pada kepgub tahun 2024 itu ternyata menimbulkan reaksi yang seperti ini. Artinya? Kita bisa nilai sementara itu sepertinya minimik kajiannya," kata Ismail kepada wartawan, Jumat, 25 Juli.
Meanwhile, the Governor of DKI Jakarta, Pramono Anung, who is currently in office, has not responded or followed up on the handling of problems from the protests sent by residents. Even so,
"If you look at the legal umbrella, it actually came from the Governor in 2024 yesterday. But whether the current reaction of the community has been responded to by the Governor, that seems not yet. I think it is the prerogative of the Governor, whether to respond quickly or not," said Ismail.
So, in the near future, Commission B of the DKI Jakarta DPRD plans to ask for clarification from Perumda PAM Jaya in a legislative working meeting regarding the increase in water rates rejected by some people.
"I think that an evaluation meeting must be held immediately by immediately summoning PAM Jaya to be able to provide a more comprehensive presentation," explained Ismail.
A number of residents of flats and apartments held a demonstration in front of the DKI Jakarta City Hall. They protested the increase in the water tariff for PAM Jaya services which has been in effect since early 2025.
This action was driven by the Central Board of Management of the Association of Indonesian Flats Occupants (DPP P3RSI) and was attended by around 40 Associations of Owners and Occupants of the Flats Unit (PPPSRS).
In his oration, the General Chairperson of the P3RSI DPP, Adjit Lauhatta, revealed that his party was against the decision to set apartment and condominium customers at a rate ranging from Rp. 12,550 to Rp. 21,500 per cubic meter, up to 71.3 percent from before.
"This Governor's Decree clearly has a very thick sense of injustice, because it forces residents of flats who are classified as apartments to be included in K III or specifically customers of commercial buildings) who have to pay for PAM Jaya's clean water tariffs more expensive compared to upper-middle households and luxury flats," said Adjit, Monday, July 21.
Adjit demanded that the Governor of DKI Jakarta, who is now Pramono Anung, revoke Kepgub 730/2024 and revise the increase in PAM Jaya rates. If Pramono does not respond, P3RSI will sue the governor's decree to the Supreme Court.
"Even with this action, the Governor does not want to meet his citizens, then P3RSI together with residents of flats throughout DKI Jakarta will sue by submitting a judicial review to the Supreme Court," he said.

Before taking further steps to the Supreme Court, P3RSI hopes that this action can open up space for dialogue and encourage policy revisions that are more in favor of residents of flats and apartments. This is because the DKI Provincial Government has not responded to their complaints so far.
"We don't understand why the Governor seems to have turned a blind eye to this, even though dozens of our members have complained about this. To the extent that we have made dozens of reports at City Hall and have written an audience request. But no one has responded," he added.
