Minister Of Home Affairs Asks Local Government To Accelerate Issuance Of Program Documents For 3 Million Houses

JAKARTA - Minister of Home Affairs (Mendagri) Muhammad Tito Karnavian asked the local government (Pemda) to accelerate the issuance of Building Approval (PBG) and Building Rights Obtainment Fees (BPHTB) to support the National Strategic Program (PSN), namely the 3 Million Houses Program for low-income people (MBR).

To support this program, the government has issued a number of policies, such as exemption from PBG and BPHTB levies for MBR, as well as accelerating the building licensing process.

"The agreement with the Minister of PKP, Minister of Public Works, Minister of Home Affairs is then agreed to collect BPHTB, namely the Obtainment of Land and Building Rights, and that is usually 5 percent of NJOP, and is included in PAD, Regional Original Revenue. He explained that the 3 Million Houses program per year fronted by the Ministry of Housing and Settlement Areas (PKP) targets the construction and renovation of houses in urban and rural areas.

The government has provided an online data collection system connected to the Regional Government Information System (SIPD) to record the number of PBG and BPHTB issued by each local government.

Previously, the data was recapitulated manually. To date, the total number of PBGs that have been published is 47,654, while for BPHTB as many as 244,722 units. Local governments are asked to actively input the latest data into SIPD when there is an update.

The Minister of Home Affairs said that the Central Statistics Agency (BPS) would later verify whether the houses had been renovated or completed according to the PBG issuance document.

Therefore, regional heads are advised to actively socialize and encourage the public and developers to take advantage of PBG and BPHTB retribution exemption facilities for MBR.

"Friends of regional heads, don't feel discouraged, the PAD is reduced, when we want to attract from people who can't afford it," he added.

The Minister of Home Affairs emphasized that housing issues are a priority program that is the concern of President Prabowo Subianto. Therefore, all regional heads need to understand the importance of implementing this program.

He reminded that the 3 Million Houses Program is part of the PSN which has legal consequences.

The government can impose sanctions in the form of warnings to the removal of regional heads who do not implement them in accordance with applicable regulations.

Because this program, apart from needing support and having to be supported, and it is a risk if it is not implemented according to Law Number 23 of 2014 concerning obligations, sanctions, and prohibitions, the National Strategic Program is explicitly mentioned, "he said.
