East Java Provincial Government Ready To Synchronize Regulations With MUI Fatwa On Sound Yerag

Deputy Governor of East Java Emil Elestianto Dardak appealed to the public to obey the fatwa of the East Java Indonesian Ulema Council (MUI) regarding the use of sound horeg. He stated that the provincial government is ready to harmonize regulations so that the purpose of the fatwa in maintaining public order can be realized.

The statement was in response to the issuance of the East Java MUI Fatwa Number 1 of 2025 concerning the Use of Sound Yerag which was announced on Tuesday last week. The fatwa contains six important points, including an appeal so that the use of the sound system does not exceed the fair threshold and does not harm the surrounding community.

Chairman of the East Java MUI Fatwa Commission KH Ma'ruf Khozin stated that technology can be used for social and cultural activities, but its use must consider the impact on the surrounding environment.

"The use of sound horeg with sound intensity exceeds the reasonable limit which results in losses to other parties, it must be replaced," he wrote in an official statement from MUI.

Responding to this, Emil said that the government would wait for the birth of derivative legal products as a basis for implementation in the field. He also mentioned the importance of maintaining a balance between public order and the business continuity of sound horeg industry players.

"The alignment between regulations and fatwas is carried out according to applicable rules. We want all parties, including business actors, to continue to have certainty and not lose their livelihoods," said Emil.

Emil assessed that the fatwa has technical content that can help formulate more concrete rules. "This ulama fatwa is quite detailed, regulating how the sound system is operated so as not to cause noise that exceeds health levels," he said.
