JAKARTA - Minister of Law (Menkum) Supratman Andi Agtas said that the former member of the Indonesian Navy, Satria Arta Kumbara, has not yet submitted an application for the loss of Indonesian citizen status (WNI) after being active in Russian military operations.

"However, in accordance with applicable regulations in Indonesia, his citizenship status can be lost," Supratman said as quoted by ANTARA, Wednesday, May 14.
Supratman explained that the status of Indonesian citizens in Satria will automatically disappear when they are active in foreign military activities without permission from the President of the Republic of Indonesia, if they refer to Article 23 letters d and e of Law (UU) Number 12 of 2006 concerning Citizenship and Article 31 letters c and d of Government Regulation (PP) Number 2 of 2007 concerning Procedures for Obtaining, Losing, Cancellation and Recurrence of Citizenship of the Republic of Indonesia.
However, continued Supratman, there are procedures that must be met so that the Indonesian government can issue a decision letter to lose citizenship for Satria.
The procedure in question is that the central, regional, or community agencies must report to the Minister of Law and Human Rights if they know of an Indonesian citizen who is indicated to have lost his citizenship.
"Furthermore, the Minister of Law and Human Rights will conduct an examination of the report to issue the certificate in question," he said.

Currently, said Supratman, the Ministry of Law (Kemenkum) has coordinated with the Ministry of Foreign Affairs (Kemenlu) and the Embassy of the Republic of Indonesia (KBRI) in Moscow to immediately submit a report of loss of citizenship on behalf of Satria, which is indicated to join the Russian official army without the permission of the President of the Republic of Indonesia.
Previously, the Head of the Indonesian Navy Information Service, First Admiral TNI I Made Wira Hadi, said Satria had been fired from the membership of the Marine Corps Inspectorate, based on the decision of absentia (decision with the absence of the defendant) of the Military Court (Dilmil) II-08 Jakarta on April 6, 2023.
"In that decision, the person concerned has been sentenced to 1 year in prison and there is also an additional crime in the form of dismissal," said Admiral TNI Wira to reporters in Jakarta, Saturday (10/5).
He explained that Satria had been deserting since June 13, 2022, until now.
Therefore, Dilmil II-08 sentenced him based on Case Decision Number 56-K/PM.II-08/AL/IV/2023 dated April 6, 2023 and Permanent Law Forced Deed Number AMKHT/56-K/PM.II-08/AL/IV/2023 dated April 17, 2023.
