Royal Enfield Ridwan Kamil Not Brought To Rupbasan After Confiscation, KPK Reportedly Has Budget Constraints

The Corruption Eradication Commission (KPK) is reportedly constrained by the budget to move the Royal Enfield branded motorbike that was confiscated from the house of former West Java Governor Ridwan Kamil or Kang Emil to the Confiscated Property Storage House (Rupbasan) in Jakarta.

The vehicle is known to have been confiscated since March 2025 after investigators conducted a search related to alleged corruption in the placement of advertisements for PT Bank Pembangunan Daerah Jawa Barat and Banten Tbk or Bank BJB (BJBR) for the period 2021-2023.

However, a VOI source said that the transfer could not be carried out immediately because it was hit by operational costs.

"Investigators cannot move the two-wheeled vehicle to Jakarta because the KPK does not have a budget," said the source via text message, Saturday afternoon, April 19, 2025.

This source said that the confiscated vehicle was usually carried out using a truck or towing. The process also cannot be done carelessly to keep the value of the goods from falling.

Meanwhile, the spokesperson for the KPK, Tessa Mahardhika, was efficient when he was confirmed about the news of the budget constraints to move the confiscated Royal Enfield motorbike. He claims, the process was not carried out because the technical investigation was nothing else.

"This is just a technical problem," Tessa said when confirmed.

However, Tessa ensured that the big motorbike was no longer at Ridwan Kamil's house. Investigators have shifted it to a safe place even though it doesn't specify where.

"It has been shifted to a safe location by investigators whose place cannot be conveyed at this time," he said.

The KPK is one of the institutions whose budget is cut according to Presidential Instruction (Inpres) Number 1 of 2025 concerning Expenditure Efficiency in the Implementation of the State Budget and Regional Budget for Fiscal Year 2025.

The budget ceiling which was previously IDR 1.237 trillion to IDR 1.036 trillion or a decrease of IDR 201 billion.

There were a number of efficiencies that were carried out and conveyed by the Deputy Chairperson of the KPK, Agus Joko Pramono, in a meeting with Commission III of the DPR RI on Wednesday, February 12, 2025. Among them at the goods expenditure post, it was adjusted to Rp239 billion from the previous Rp428 billion or reached 45 percent.

Then, efficiency was also carried out on capital expenditure posts of 37 percent to Rp11.82 billion from a value of Rp18.72 billion.

Previously reported, the KPK confiscated evidence related to the corruption case in the placement of advertisements for PT Bank Pembangunan Daerah Jawa Barat and Banten Tbk or Bank BJB (BJBR) for the period 2021-2023. Among them are deposits worth IDR 70 billion to vehicles.

"We also confiscated a sum of money, but in the form of deposits of approximately Rp. 70 billion, there were several two-wheeled and four-wheeled vehicles," said Acting Director of KPK Investigation, Budi Sokmo, to reporters at the KPK's Red and White Building, Kuningan Persada, South Jakarta, Thursday, March 13, 2025.

Five suspects have been named in this case. They are former President Director of Bank BJB Yuddy Renaldi; Head of Corporate Secretary Division of Bank BJB Widi Hartoto; Agency Controller Antedja Muliatama and Cakrawala Kreasi Mandiri Kin Asikin Dulmanan; Agency Controller of BSC Advertising and PT Wahana Semesta Bandung Ekspres (WSBE) Suhendrik; and Controlling of PT Cipta Karya Sukses Bersama (CKSB) and PT Cipta Karya Mandiri Bersama (CKMB) Raden Sophan Jaya Kusuma.

This case investigation warrant (sprindik) was issued on February 27, 2025. The actions of the five suspects are suspected of having caused the state to lose up to Rp22 billion.

Currently, the detention has not been carried out on five suspects. However, they have been prevented from traveling abroad for six months and can be extended according to the needs of the investigation.
