Responding To The Minister Of Home Affairs' Letter, The DPR Asks For The Efficiency Of The APBD Not To Victim Honorary Employees

JAKARTA Member of Commission II DPR RI, Mohammad Toha responded to the Circular (SE) of the Minister of Home Affairs (Mendagri) Tito Karnavian regarding budget efficiency which will serve as a guide for regional heads in carrying out the 2025 APBD. He requested that the budget savings not cause the dismissal of honorary employees.

It is known, SE numbered 900/833/SJ regarding Adjustment of Regional Revenue and Expenditure Efficiency in the Regional Revenue and Expenditure Budget for Fiscal Year 2025 was issued on Sunday, February 23, then. Toha said the Minister of Home Affairs' Letter was in line with Presidential Instruction Number 1 of 2025 concerning the Efficiency of the State Budget and the 2025 APBD.

"The spirit is reducing spending. Local governments for non-essential activities, such as unnecessary official travel and more effective budget allocation for more important sectors, such as education and health," he said, Tuesday, February 25.

Toha assessed that the local government must consider that budget efficiency will have an impact on economic turnover, public services, and job reduction. According to him, there is a symbiosis of mutualism and the impact of each policy will spread to all sectors.

"If the impact reaches the layoffs of employees, then the people will be the biggest victims," said the legislator from the Central Java V electoral district.

The PKB politician also expressed his concern about the fate of the honorary staff or part-time P3K employees in the regions. If the savings result in layoffs, said Toha, the impact will be very bad because the employees have a family that must be given a living.

If they are dismissed, then who will make a living. His wife and children will feel the impact. We hope that doesn't happen in the regions," said the former Deputy Regent of Sukoharjo for two periods.

Toha stated that this efficiency was carried out only as a way to complete a temporary economic transition. He hopes that this unpopular step was taken by the government as a way to save the economy to prosper the people according to President Prabowo's Asta Cita Program.

The member of the DPR RI for the four periods explained that the SE of the Minister of Home Affairs must be confusing for the newly appointed regional head. According to Toha, there should be a better pattern of communication or policy submission.

"For regional heads, there is no reason not to comply. But now there are still retrets for regional heads, and as partners of Commission II of the DPR RI, why is this policy not discussed in an open manner so that people understand or can follow and understand," said Toha.

Toha added that currently the current turmoil in society due to government policies that are felt to be not yet pro-people has occurred in many regions.

"Recently, people have started to feel the pattern of conveying government policies that seem to be top down, this spirit has deviated from the ideals of bottom-up democracy," said Toha.
