According to two Egyptian officials and Arab and Western diplomats, Egyptian officials have discussed the plan with European diplomats as well as with Saudi Arabia, Qatar, and the United Arab Emirates.

One Egyptian official and an Arab diplomat added the countries were also discussing ways to fund reconstruction, including an international conference on the reconstruction of Gaza.

The plan comes after an international uproar over Trump's proposal to move a population of about 2 million Palestinians from Gaza.
