In Indonesia, land ownership is currently evidenced by a property certificate (SHM). However, before the system was formed, land ownership was proven by several documents, namely Letter C, Petuk D, and Girik. Here's the explanation.

Letter C is proof of land ownership in the form of books owned by the Village Office or Kelurahan. This book is actually not proof of ownership, but only contains records of tax withdrawals and land identity information in the colonial era.

Because it is only in the form of recording, the data in Letter C is usually incomplete. In addition, measurements and land checks are carried out inappropriately. This has the potential to trigger other problems related to land ownership records.

Pegok D is proof of land ownership that was recognized in Indonesia before the enactment of the Agrarian Basic Law in 1960. Pegok D at that time had legal force equivalent to a land certificate, but since the Agrarian Basic Law, proof of ownership has no higher power than a certificate in the eyes of law.

For now, Petok D is only considered as proof of land tax payments. This means that proof of land ownership in the form of Petok D must be changed to an official land certificate first. This is done to avoid problems that may occur in the future.

Girik is a tax payment certificate in an area. Like other letters, a girik letter cannot be used as proof of someone's ownership of land. Girik only becomes proof of someone's control over land for tax purposes.

Although it cannot be used as proof of land ownership, girik can be used as the basis for making land certificates at the National Land Agency (BPN).

To convert Letter C, Petok D, and Girik into SHM, there are several things that can be done, namely as follows.

Visit the kelurahan office to take care of several things ranging from Undisputed Certificates, Land History Certificates, to Sporadik Land Control Certificates.

In the land office, there are several things that need to be done, namely submitting a certificate application, measuring to the location, ratifying the measuring letter, research by committee A officers, announcement of juridical data in Kelurahan and BPN, issuance of land rights decrees, payment of Land Rights Obtainment Customs (BPHTB), Registration of SK Rights for issued certificates, and certificate collection.
