The Procurement Of Goods And Services, Especially In The Construction Sector, Is The First Winner Of The Most Handled At The KPK
JAKARTA - The Corruption Eradication Commission (KPK) said that the procurement of goods and services was the first winner of the most cases handled by it. In fact, during the COVID-19 pandemic, the KPK has handled 36 corruption cases related to the procurement of goods and services, especially in the infrastructure sector.
"Believe me, ladies and gentlemen. The first winner in the case at the KPK was the procurement of goods and services. More specifically in the construction sector", said KPK Deputy Prevention and Monitoring, Pahala Nainggolan, in an online discussion broadcast on the StranasPK Official YouTube, Wednesday, October 6.
He explained that the overall mode of corruption handled by the KPK was mostly related to bribery, while the second rank was related to the procurement of goods and services. However, the average bribery is also related to procurement, especially in the infrastructure sector.
Furthermore, Pahala explained that the COVID-19 pandemic had not stopped certain parties from committing corruption related to the procurement of goods and services. This is evidenced by the number of cases handled by the KPK from 2020 to March 2021.
"So in 2020 to March 2021, during the pandemic, there are 36 cases related to infrastructure that are being handled by the KPK. Even though it is a pandemic. So when everyone is busy with health, it turns out that construction is still there and the level is still normal a lot", said Pahala.
Previously, KPK Deputy Chair, Alexander Marwata, said that since the KPK was established, from 2004 to June 2021, of the 1,291 corruption cases handled, most were related to infrastructure procurement.
"Regarding procurement in the construction sector during 2020 to March 2021, the KPK has handled 36 corruption cases with various modes such as bribery, gratification, too high a value of HPS (Self Estimated Price), or markup. Those are the modes in the process of procuring goods and services in the construction sector", explained Alexander.

Thus, he hopes that the PUPR Ministry and the Government Goods/Services Procurement Policy Institute (LKPP) improve the procurement system. Including optimizing the use of e-catalog for construction work and standardizing HPS.
"These HPS are often not uniform even though the specs are the same but the HPS varies depending on the area where the project is carried out. This is, of course, the work of the Public Works and Housing Ministry to standardize the HPS and the quality of the projects being carried out", he concluded.
