PDIP Asks Governor Anies To Disclose Formula E Agreement Documents To The Public
JAKARTA - Member of the PDIP faction of the DKI DPRD (Regional House of Representatives), Gilbert Simanjuntak, urged DKI Jakarta Governor Anies Baswedan to open a memorandum of understanding (MoU) between Formula E and Formula E Operation (FEO).
Gilbert said, the DPRD never got a copy of the MoU between the DKI Provincial Government and the Formula E license holder.
"All of this requires the MoU to be opened to the public. This can also be considered a violation of the rules against joint decisions because it is not something that is a priority", Gilbert told reporters on Monday, September 20.
This pressure arose because the DKI Provincial Government had to refocus the budget. After all, it had to deal with the COVID-19 pandemic. In 2020, Anies did not disburse the Formula E budget because the commitment fee was diverted for handling COVID-19.
However, it turned out that Anies again paid a commitment fee of £11 million on 26 February 2021 without it being clear whether it was through the approval of the DPRD Budget Board or not. This commitment fee is paid half of the required payment of £20 million for a year.

"Why does it have to be paid while the pandemic is still ongoing? Even though it's impossible to do it in 2021. Then, why only 50 percent of the deal? This is also unclear", said Gilbert.
Gilbert also considered that the basis for Anies' target of Formula E being held in 2022 was unclear. This target is included in the Governor's Instruction Number 49 of 2021 regarding priority programs that the DKI Provincial Government must carry out.
"The basis for including Formula E activities as a priority is unclear, it seems more because it has already been paid, there is already an MoU with the possibility of being sued in arbitration, and self-respect", said Gilbert.
"Even though there are no rules regarding what may be included in priority programs, but in common sense, everything should follow the interests of the wider community", he added.
