Land Mafia Task Force Arrests Former Village Head In Bali Who Sells 5 Hectares Of Land Owned By Someone Else

DENPASAR - A former village head named I Ketut Tamtam (53) was arrested by the Bali Land Mafia Task Force. This task force is a combination of the Bali Police Directorate General and the Bali Province National Land Agency (BPN).

"The suspect is the TO (Target Operation) of the Land Mafia Task Force at the Bali Police. There is one case that has been P-21 (complete with case files, ed) today, namely the case that occurred in the Klungkung area," said Director of Criminal Investigation at the Bali Police, Grand Commissioner Ary Satriyan. at the Bali Police Headquarters, Tuesday, September 14.

This case began in 2012 when Ketut Tamtam was still the village head. Landowners I Nyoman Tangkas and Gusti Ketut Indra at that time changed the name of the land and entrusted it to the suspect.

There are 4 plots of land in Bunga Mekar Village, Nusa Penida District, Klungkung Regency. The total land area is more than 5 hectares.

"This case begins with the initial landowner wanting to transfer the name on his behalf which was entrusted to the suspect. So coincidentally this suspect is a village head there. The letters for the transfer of the name were handed over to the suspect to be renamed in his name (original landowner)," added Grand Commissioner Ary.

However, in reality, the suspect did not reverse the name on behalf of the landowner. In fact, the land was named after the suspect.

Furthermore, in 2016 the suspect came to the victim named Ni Made Murniati and offered the 4 plots of land. The victim was interested so that the suspect and the victim went to the Notary Putu Puspajana office located on Jalan Puputan, Klungkung Regency, Bali.

In front of a notary, they request that a deed of sale and purchase agreement be made regarding the parcel of land to be transacted. The suspect sold the land to the victim for more than IDR 832 million.

“The suspect guarantees that this land, there are no disputes and no problems. The victim is interested, then a sale and purchase is carried out before a notary and it is agreed on the price of the land and a PPJB is made between the suspect and the victim," he said.

Then in 2018, landowners I Nyoman Tangkas and Gusti Ketut Indra found out that the land was sold with a sign installed on the land. Both of them filed a lawsuit to the Semarapura District Court regarding requests for certificate issuance and buying and selling.

"Then, they went to the District Court and the High Court to the Supreme Court and stated that the creation of the SAM was against the law and must be returned to the original owner," said Grand Commissioner Ary.

The victim continued the legal process of this case by reporting to the Bali Police. Ketut Tamtam was also named a suspect.

“The victim complained and made a report to the Bali Police with reports of cases of forgery of letters, fraud, and embezzlement. The case, then we carried out an investigation and it was P21 and now we are going to do phase two," he said.
