Makassar City Government Will Cut Additional ASN Employee Income Up To 50 Percent

MAKASSAR - The Makassar City Government will cut additional employee income (TPP) for State Civil Servants (ASN) by up to 50 percent by local government financial conditions.

"TPP cuts range from 20-50 percent. The cuts are by budget rationalization and financial conditions", said Head of the Makassar City Financial and Asset Management Agency (BPKAD), Muh Dakhlan, quoted by Antara, Monday, September 13.

Dakhlan conveyed that the TPP cuts will take effect in September 2021. Not only will the TPP be cut, but the TPP payments will also be postponed.

The reason is that the Ministry of Finance prohibits TPP payments for local governments that have not paid health worker allowances in 2021.

"There is a letter from the Ministry of Finance instructing not to pay the TPP if the health worker allowance has not been disbursed", he said.

Meanwhile, the allowance for health workers within the Makassar City Government has not been paid since January 2021, with a value of around IDR 24 billion.

The payment process, said Dakhlan, is still in the administrative stage. BPKAD Makassar is still waiting to input data on health workers from all public health in Makassar. "The input is almost complete. There are 1-2 more health centers that have not yet completed their input", he said.

After data entry is complete, the Makassar BPKAD will report to the Ministry of Finance and proceed to process the payment of health worker allowances.

According to Dakhlan, the cuts had to be implemented due to the lack of revenue for the Makassar City Government.

As of Monday, September 13, 2021, Makassar City's Original Regional Revenue (PAD) has only reached 54 percent of the total target of IDR 1.2 trillion.

Previously, the Mayor of Makassar, Moh Ramdhan Pomanto, had revealed plans for a major overhaul of the personnel expenditure budget for capital expenditures in the 2021 Amendment, the amount reaching IDR 670 billion, including IDR 70 billion from the TPP.
