Wealth Report Reaches Rp179 Billion, Army Chief Of Staff Andika Perkasa Asked To Give An Explanation

JAKARTA - Army Chief of Staff (KSAD) General Andika Perkasa finally submitted the State Administrators Wealth Report (LHKPN) to the Corruption Eradication Commission (KPK) and was recorded to have assets of up to Rp179 billion.

Although this report is appreciated by the KPK, legal experts still ask Andika to explain the ownership of his property. Especially if his assets amount too far from his income as a state administrator.

Based on data on the elhkpn.kpk.go.id website, Andika's LHKPN was only reported on June 20. This is the first time he is recorded to report his wealth.

In the report, it was noted that Andika owns 20 land and building assets, 19 of which are grants without a deed. The land is spread over in East Jakarta, Central Jakarta, South Jakarta, Bogor, Cianjur, Sleman, Bantul, Surabaya, Tabanan, and Bandar Lampung.

Not only in Indonesia, but he is also listed as having land and building assets located in Allen Street Pyrmont Australia, Cedar Croft Lane Bethesda MD 206814 United States, and 9 Alloway Court Potomac MD 20854 United States. All of these assets and buildings have a value of Rp38,164,250,000.

Next, the son-in-law of the former Head of the State Intelligence Agency (BIN) AM Hendropriyono is also recorded as owning two four-wheeled vehicles, namely the Landrover Sport 3.0 V 6 AT in 2014 with a value of Rp800 million and the Mercedes Benz Sprinter 315 in 2018 with a value of Rp1.8 billion. So that the total value of the vehicles he owns reaches Rp2.6 billion.

Then, Andika was recorded as having other movable assets of Rp10,100,000,000.

Furthermore, he was also recorded as having securities worth Rp2,146,000,000 and cash and cash equivalents reaching Rp126,985,922,019.

In the report, Andika is noted to have no debt. So that his total wealth reaches Rp179,996,172,019.

In connection with this report, the KPK then appreciates the report that has been submitted by Andika as a state administrator. Acting KPK Spokesperson for Prevention Ipi Maryati said it was the duty of officials to report their assets both before and after taking office.

"And he is willing to have his wealth checked before, during, and after taking office," Ipi told reporters.

Meanwhile, regarding the 19 lands and buildings owned by Andika with the status of a grant without a deed, said Ipi, this should not be the basis for assuming whether the property was obtained from the proceeds of a crime before there is evidence. Moreover, the KPK only accepts reports submitted by state officials

"As stated in the LHKPN announcement sheet, we need to convey that the LHKPN that has been announced cannot be used as a basis by state officials or any party to state that the assets of state officials are not related to criminal acts," he said.

Asked to prove ownership of property authentically

This fantastic wealth belonging to the Army Chief of Staff was then responded to by a legal expert from Trisakti University, Abdul Fickar Hadjar. He asked Andika to authentically prove the ownership of his property considering the amount is not proportional to his income as a state administrator.

"The amount of assets must be proven based on authentic evidence, especially if the ownership of the property is far from the income obtained from the state as a state official," said Fickar when contacted.

"Therefore, we need authentic, juridical evidence of ownership of their property," added the expert.

He also said that the origin of Andika's assets could be traced. The Center for Financial Reporting and Analysis (PPATK), according to him, can move if it receives a copy of the LHKPN from the KPK.

Not only that, but Fickar also highlighted Andika's step, which was the first time she reported LHKPN even though she had served as KSAD since last November 2018. According to him, reporting on LHKPN should be an obligation for structural officials without exception, both civilian and military officials.

"If it is not fulfilled, then it can be a bad condition for his career. Because from there, his honesty can be assessed both as a person and as a state official," he said.

"From the amount of assets, it can also be traced whether the acquisition was legal or rightful or was obtained in a way that is against the law," concluded Fickar.
