This Is Luhut And Airlangga's Version Of The Emergency PPKM Rules, Which One To Use?
JAKARTA - Coordinating Minister for Maritime Affairs and Investment, Luhut Binsar Panjaitan, and Coordinating Minister for Economic, Affairs Airlangga Hartato, each brought proposals regarding the rules for implementing emergency PPKM (Restrictions on Community Activities).
This was conveyed in a limited coordination meeting with President Joko Widodo on Tuesday, June 29. The plan is that Jokowi will finalize and make a decision regarding the implementation of the emergency PPKM today.
During the meeting, it was decided that Luhut would lead the emergency PPKM in handling the pandemic in the provinces on the islands of Java and Bali. Meanwhile, Airlangga led the emergency PPKM outside Java and Bali.
Luhut proposed the emergency PPKM to be effective from July 3 to 20. Meanwhile, Airlangga proposed an emergency PPKM from July 2 to 20.
Luhut's proposal
Luhut drafted regulations on several activities. First, office activities for the non-essential sector are required to implement 100 percent work from home (WFH). Second, essential sector offices apply 50 percent WFH and critical sectors can work from 100 percent office.
Third, all teaching and learning activities are carried out online. Fourth, activities at shopping centers/malls/trade centers are closed. Fifth, restaurants and restaurants only accept delivery/takeaway.
Sixth, the implementation of construction activities may operate 100 percent. Seventh, places of worship are temporarily closed. Eighth, public facilities such as public areas, public parks, public tourist attractions, and other public areas) are temporarily closed.

Airlangga made an emergency PPKM proposal which was slightly looser than Luhut's proposal. First, office activities in the red zone and orange zone are required to WFH 75 percent. While in other zones 50 percent WFH is allowed.
Second, essential sector office activities can operate 100 percent. Third, learning activities in the red zone and orange zone are carried out online. While the other zones are according to the Ministry of Education and Culture.
