LNSW Reveals Dwelling Time Rises During Long Holidays Not Because Of Logistics System Failure

JAKARTA The National Single Window Institute (LNSW) admits that long holidays and religious collective leave are the main challenges in reducing the dwelling time rate, namely when goods are at the port.

Head of LNSW Oza Olavia said that dwelling time fluctuations are difficult to avoid, especially when logistical activity slows down due to truck operational restrictions during holidays.

According to him, this is the main cause of the national average dwelling time having exceeded the target, although in normal months its performance remains stable.

"For example, if there is a very long holiday, usually there is a holiday or Eid. Coincidentally, yesterday's Eid we took two weeks off, the port should not be open (for trucks), there will automatically be a buildup at the port," he said in Media Gathering, Thursday, December 4.

Oza emphasized that the spike in welcome time on holidays is included in extreme conditions, so it needs to be explained to the public, not due to the failure of the logistics system.

Based on LNSW data, the trend of dynamic dwelling time, namely until October 2025, the average dwelling time was recorded at 2.93 days, slightly above the government's 2025 target of 2.87 days.

Even so, if viewed monthly, the dwelling time index October 2025 showed improvement to 2.47 days.

"Usually the highest year is during the month of Eid. Yesterday's holiday was very long, there were additional collective leave again. But for other holidays, almost all of them were under 2.87 days, almost all of them were under 2 days," he added.

He conveyed that this improvement shows the effectiveness of system integration in the national export-import ecosystem through the Indonesia National Single Window (SINSW) System.

"So this is for those who are welling time, they are greatly influenced by many things, because this here plays a very large number of interests of the relevant institutions," he said.

In addition, improvements are also supported by the implementation of the National Logistics Ecosystem (NLE), which until 2025 has been implemented at 63 ports and 7 airports throughout Indonesia.

Based on the Prospera 2024 survey, several digital services in NLE are able to increase time efficiency by 66.5 percent and cost efficiency by 77.94 percent, especially in the Single Submission (SSm) of Licensing and Quarantine Customs services.

LNSW considers this trend important to support the optimization of the State Revenue and Expenditure Budget (APBN), because the smooth flow of goods has a direct effect on trade and state revenue.

Through SINSW, LNSW has integrated the system from 29 ministries/agencies and connected Indonesia with international partners, both within the framework of ASEAN and bilateral cooperation.

"So one of the things we hope continues is how every policy taken with good management and integration can provide more benefits," he said.

He also asked the public to understand the characteristics of Indonesia's logistics as a whole and not to compare it directly with Singapore.

Oza explained that Indonesia is a destination and origin country (destination/origin), so that the loading and unloading process occurs entirely for domestic consumption and production, in contrast to Singapore, which mostly functions as a hub transhipment.

Dia menambahkan, LNSW terus memperluas implementasi NLE untuk menekan inefisiensi dalam proses logistik.

"Beda kalau kita cocokkan sama Singapura, bisa rendah banget cuma satu hari sebentar, karena dia tidak bongkar di sana, dia transit-transhipment. Kita benar-benar bongkar muat. Itulah kenapa dalam melihat dwelling time kita harus melihat tipikal ekspor logistik suatu negara," tuturnya.

He added that LNSW continues to expand the implementation of NLE to suppress inefficiency in the logistics process.

"It's different if we match Singapore, it can be really low for just one day for a while, because he didn't dismantle it there, he transited. We really unloaded. That's why in looking at the dwelling time we have to look at typical logistical exports of a country," he said.
