Denies Opening Access To Mounting, Ministry Of Transportation: SIPUHH In South Tapanuli Remains Closed Since July
The Ministry of Forestry (Kemenhut) has confirmed that there has been no access to services for Land Rightsholders (PHAT) since the implementation of the moratorium on Forest Products Entrepreneurship Information System (SIPUHH) services, including in the South Tapanuli area which was affected by the flood.
This assurance was conveyed by the Director General of Forest Management Lestari (PHL) Laksmi Wijayanti in Jakarta, Antara, Tuesday, December 2.
Laksmi emphasized that information regarding the reopening of logging permits in South Tapanuli since October 2025 is not true. He said the Minister of Forestry had ordered a thorough evaluation of SIPUHH services since June 2025.
"The information is not true. The Minister of Forestry in June 2025 ordered a thorough evaluation of SIPUHH. Based on this directive, we issued a letter to temporarily suspend SIPUHH services for all Land Rights holders," he said.
Laksmi added, since July 2025 there has been not a single PHAT in South Tapanuli Regency that has obtained access to SIPUHH. He also said that the Regent of South Tapanuli had sent two letters in August and November 2025 asking for SIPUHH services for all PHAT in his area to be stopped.
"And indeed we have carried it out by not opening a single SIPUHH access in South Tapanuli," said Laksmi.
He revealed that on October 4, 2025, there was illegal activity in one of the PHAT areas in South Tapanuli. The Gakkum Hall of the Sumatra Region together with the local government managed to secure four wooden trucks with a total volume of 44 cubic meters from Lancat Village.
Laksmi explained that SIPUHH services are not a form of licensing, but a natural growing timber utilization system in non-state forest areas (APL). Land Rights (HAT) documents, he said, are fully under the authority of local governments and land agencies.
Wood grows naturally in PHAT outside the forest area, so that supervision of its utilization is the responsibility of the local government. Meanwhile, violations that occur in forest areas are handled by the Directorate General of Law and Human Rights of the Ministry of Law and Forestry in accordance with legal provisions.

"We will not compromise with the practice of misuse of HAT documents or the use of illegal timber. Law enforcement runs for anyone who violates it," he stressed.
