KPK Detains 4 New Suspects In The OKU Regency PUPR Project Bribery Case
The Corruption Eradication Commission (KPK) has detained four new suspects for alleged corruption in the procurement of goods and services within the Public Works and Public Housing (PUPR) Office of Ogan Komering Ulu (OKU) Regency of South Sumatra Province for Fiscal Year (TA) 2024-2025 today.
The four suspects detained are Parwanto as Deputy Chair of the 2024-2029 OKU DPRD Gerindra Faction; Robi Vitergo as a member of the 2024-2029 OKU DPRD; as well as two entrepreneurs, Ahmat Thoha and Myndra SB.
"The suspects are detained for the first 20 days starting from November 20 to December 9, 2025 at the KPK Red and White Building Branch Detention Center," said KPK Deputy for Enforcement and Execution Asep Guntur Rahayu at a press conference at the KPK's Merah Putih building, Kuningan Persada, South Jakarta, Thursday, November 20 evening.
Asep explained that the four of them had been caught in a hand arrest operation (OTT) in Ogan Komering Ilir on Sunday, March 16, 2025. However, they were sent home because no sufficient evidence was found to be named as suspects.
The evidence to ensnare the four, continued Asep, was only found after investigators investigated the alleged bribery fee for the OKU Regency DPRD POkir project.
Furthermore, Asep explained that this case began when the budget planning process for the 2025 OKU Regency Government was conditioning the main quota of the mind (pokir) of DPRD members. At that time, there was a change in physical projects at the OKU Regency Public Works and Spatial Planning (PUPR) Office.
The pokir quota was agreed on in the amount of Rp45 billion with a distribution for the Chairman of the DPRD and the Deputy Chairperson of the DPRD Rp5 billion. Meanwhile, each member is worth Rp1 billion.
"Due to budget constraints, this value then decreased to Rp35 billion where members of the OKU DPRD asked for a 'tenture' of 20 percent for DPRD members, so that the total fee was Rp7 billion from the total budget," said Asep.

When the 2025 APBD of OKU Regency was approved, Asep continued, the discussion of the PUPR Service budget actually increased from Rp 48 billion to Rp 96 billion.
He also revealed that the practice of buying and selling projects by providing a number of fees to OKU Regency Government officials and/or DPRD has become a common practice.
Regarding the DPRD's tah' project, Asep explained that the Head of the OKU Regency PUPR Service Nopriannsyah (NOP) conditioned a fee or allotment for the DPRD on 9 projects conditioned for procurement by him through e-catalog. Here are the details:
"The NOP suspect then offered the 9 projects to the suspect MFR (Muhammad Fakhrudin) as Chairman of Commission III of the OKU DPRD and suspect ASS (Ahmad Sugeng Santoso) as a private party with a commitment fee of 22 percent, with details of 2 percent for the PUPR Service and 20 percent for the DPRD," explained Asep.
Furthermore, Nopriannsyah is said to be discriminating the private sector working on and the commitment-making official (PPK) to use the CV in Central Lampung with the signing of a contract between the provider and the PPK in Central Lampung.
Ahead of Eid al-Fitr, said Asep, the DPRD represented by Muhammad Fakhrudin, member of Commission III of the OKU DPRD Ferlan Juliansyah and Chairman of Commission II of the OKU DPRD Umi Hariati demanded a project fee to Nopriannsyah in accordance with the commitment.
Then, Nopriansyah promised that the project fee quota would be given before Eid al-Fitr through the disbursement of down payment of 9 projects that had been previously planned.
"On March 11-12 2025, MFR took care of the down payment for several projects. Then on March 13, 2025 at around 14.00 WIB, MFR disbursed the down payment. That the OKU Regional Government at that time experienced cash flow problems, because the money available was prioritized to pay THR, TPP, and regional apparatus income. However, the down payment for the project remains disbursed," said Asep.
Then on March 13, 2025, Fakhrudin handed over Rp2.2 billion to Nopriansyah, which is part of the project fee commitment. The money comes from the down payment for project disbursement.
"Brother AT alias AG together with the MFZ suspect who has been tried and and and Brother of MSB together with Brother ASS, in this case as the party that gives to State officials related to the Procurement of Goods and Services within the Public Works and Housing Office of OKU Regency from 2024 to 2025," said Asep.
"On the other hand, there is the role of Brother RV and Brother PW, each of whom is a member of the OKU Regency DPRD, who together with the NOP Suspect, suspect FJ, suspect MFR and suspect UM, have received money from the private sector regarding the procurement of goods and services within the PUPR Office of OKU Regency in 2024 until 2025," he added.
As a result of their actions, Parwanto and Robi Vitergo as the recipients were suspected of violating Article 12 letter a or Article 12 letter b or Article 11 of Law Number 31 of 1999 as amended by Law Number 20 of 2001 concerning Amendments to Law Number 31 of 1999 concerning Eradication of Corruption in conjunction with Article 55 paragraph (1) to 1 of the Criminal Code and in conjunction with Article 65 paragraph (1) of the Criminal Code.
Meanwhile, Ahmat Toha and Myndra SB as the givers were suspected of violating Article 5 paragraph (1) letter a or Article 5 paragraph (1) letter b or Article 13 of Law Number 31 of 1999 as amended by Law Number 20 of 2001 concerning Amendments to Law Number 31 of 1999 concerning Eradication of Criminal Acts of Corruption in conjunction with Article 55 paragraph (1) 1st of the Criminal Code.
