State Budget Records Deficit Of IDR 479.7 Trillion As Of October 2025

Minister of Finance Purbaya Yudhi Sadive reported that the deficit in the State Revenue and Expenditure Budget (APBN) until October 31, 2025 reached IDR479.7 trillion, equivalent to 2.02 percent of Gross Domestic Product (GDP).

The deficit target for this year is set at 2.78 percent of GDP.

Purbaya said, overall the realization of the APBN shows careful management in maintaining fiscal discipline in the midst of global dynamics.

"The APBN deficit as of October 31, 2025 was recorded at Rp479.7 trillion or 2.02 percent of GDP. This deficit figure is within safe and controlled limits, much lower than the target outlook for the big APBN of 2.78 percent of GDP for now. Reflecting the strong fiscal disciplinary commitment," he said at the press conference of the APBN KITA Edition November 2025, Thursday, November 20.

The primary balance was recorded at a deficit of IDR 45 trillion in the same period.

In terms of state revenues, total revenues until the end of October 2025 were recorded at IDR 2,113.3 trillion or 73.7 percent of the year-end projection of IDR 2,865.5 trillion.

In addition, the realization of state revenues as of October 2025 was 32.6 percent lower than the same period in the previous year which reached IDR 2,802.5 trillion.

He detailed that the realization of state revenue as of October 2025 consisted of tax revenues of Rp1,708.3 trillion or 71.6 percent of the 2025 outlook and non-tax state revenues of Rp402.4 trillion or 84.3 percent of the outlook.

"Especially for PNBP, the realization exceeds the achievements in 2024. This shows more effective resource and tax optimization than before," he explained.

Meanwhile, the realization of state spending as of October 2025 has reached IDR 2,593.0 trillion or around 73.5 percent of the total 2025 outlook of IDR 3527.5 trillion.

In addition, the realization of state spending as of October 2025 was 1.39 percent lower than the same period in the previous year which reached Rp2,556.7 trillion.

Realisasi belanja negara per Oktober 2025 terdiri dari belanja pemerintah pusat tercatat sebesar Rp1.879,6 triliun dan Transfer ke Daerah (TKD) mencapai Rp713,4 triliun.

"Belanja ini diprioritaskan untuk menjaga daya beli, mendukung infrastruktur, dan mengawal reformasi struktural," tegasnya.

The realization of state spending as of October 2025 consists of central government spending recorded at IDR 1,879.6 trillion and Transfers to Regions (TKD) reaching IDR 713.4 trillion.

"This purchase is prioritized to maintain purchasing power, support infrastructure, and oversee structural reforms," he said.
