Ministry Of Health And Roche Strengthen Health Financing Systems Between Guarantee Organizers
JAKARTA - The Ministry of Health of the Republic of Indonesia (Kemenkes), through the Center for Health Financing, on November 13, 2025, took further steps to strengthen the national health financing system by signing a strategic partnership with Roche Indonesia, a global pharmaceutical and diagnostic company known for its innovation in oncology and ontalmology.
This agreement focuses on the Development of Financing Innovation Models in the National Health Insurance Program, a system designed to support the National Health Insurance (JKN) program. This government and private partnership aims to ensure more efficient and sustainable services, as an important step towards building a collaborative health financing ecosystem in Indonesia.
Based on the Performance Report of the Ministry of Health's 2024, health spending in Indonesia reached IDR 614.5 trillion in 2023, growing by 8.2% compared to the previous year. Of this amount, the private payment scheme or out-of-pocket dominates by 28% or around IDR 175.5 trillion.
Then, the second largest was BPJS Kesehatan at 27.1%, with health spending of Rp166.4 trillion, while private insurance reached Rp30 trillion. This data shows that the burden of public health financing is still high, so it needs to be strengthened by a more inclusive financing system.
"The National Health Financing System Innovation Development Cooperation" was signed at the Public Forum "Quao Vadis Benefits Coordination in Indonesia", which was held at Leimena Ballroom, Ministry of Health, Jakarta.
This event brought together key stakeholders, including insurance industry representatives, and health service providers. The Forum discusses the challenges and partnership opportunities between guarantee providers and health care providers, as an important mechanism for aligning the JKN program with the complementary role of private health insurance.
This partnership agreement was signed by the Head of the Center for Health Financing, Ahmad Irsan A Moeis; President Director of Roche Indonesia, Sanaa Sayagh; and Director of Roche Indonesia Diagnostic Division, Lee Poh Seng. The signing was witnessed by the Minister of Health, Budi Gunadi Sadikin, and Chairman of the Board of Commissioners of the Financial Services Authority (OJK), Mahendra Siregar.
In his remarks, the Minister of Health, Budi Gunadi Sadikin, emphasized the importance of collaboration.
"The fair, effective, efficient, and sustainable health financing budget is one of the agendas for our health transformation. The government cannot build this system alone. Government-private partnerships are needed to strengthen our health system for the benefit of all Indonesian people," said Budi.

Budi added, "Our target is to increase the portion of health spending so that 90% is covered by insurance. This is important, because insurance is the only instrument that can spread the risk across populations and across time, thereby minimizing the risk of financial difficulties facing the community."
Also witnessed, the Chairman of the Board of Commissioners of the Financial Services Authority (OJK), MahendraSiregar, emphasized support from the regulator's side. "OJK views the role of private insurance as a very important complement. For this reason, we are preparing a new OJK Regulation (POJK) to strengthen the health insurance ecosystem," said Mahendra.
Mahendra added, "The purpose of this regulation is to strengthen governance and the principle of prudence, clarify the Benefit Coordination (CoB) mechanism between public and private administrators, as well as encourage product innovation. The ultimate goal is to create an efficient, transparent, and sustainability-oriented health insurance ecosystem."

Early detection is the key to getting better treatment results, as well as stressing the long-term budget burden," said Lee Poh Seng.
