PKC Plenary Meeting Confirms Taiwan Reunification And Defense Modernization

JAKARTA - The Chinese Communist Party (PKC) plenary session affirmed plans to carry out reunification plus defense modernization which is contained in China's 15th five-year Development Plan (Repellita) for the period 2026-2030.

Pleno emphasized his commitment to encouraging Hong Kong and Macau to remain prosperous and stable in the long term, as well as advancing the peaceful development of cross-sate relations between mainland China and Taiwan, "as written in a communication published by Chinese state media reported by ANTARA, Thursday, October 23.

The document also mentions the determination to carry out reunification and encourages community formation with a shared future for mankind, as accessed by ANTARA in Beijing on Thursday.

The plenary meeting which took place on October 20-23, 2025 was attended by 168 members of the Central Committee and 147 members of the Central Committee's replacement. Pleno is led by the Secretary-General of the PKC and Chinese President Xi Jinping.

The plenary session also emphasized the need to advance the modernization of the national security system and capacity and build a safer China at a higher level.

China is said to be implementing the concept of national security as a whole, implementing socialism with Chinese characteristics and ensuring that people stay dynamic and orderly.

The government will improve the national security system, increase national security capacity in key areas, level of public security governance and improve the social governance system as a whole.

Pleno emphasized the need to realize the 100-year military development target and encourage the modernization of national and military defense with high quality.

"We must carry out Xi Jinping's thoughts on strengthening the military, implementing military strategy guidelines in the new era, adhering to the Party's absolute leadership principle towards the People's Liberation Army, implementing the responsibility system of the chairman of the Central Military Commission," the COMmunike said.

China will also advance science and technology-based military development, accelerate the integration and development of mechanization, informatics, and intelligence (smart warfare), as well as increase strategic capabilities to safeguard national sovereignty, security and development interests.

China will also accelerate the development of combat forces, encourage modernization of military governance and strengthen integrated national strategic systems and capabilities.

"To run the country well, we must first run the Party well; only a developing party can make our country strong," reads the communique.

China first used the Repelita system in 1952, so there are already 14 Repelitas to date. After the launch of reforms and openness in 1978, China began developing a socialist market economic system but did not abandon a planned approach so that China's modernization was connected.

After completing the 6th and 7th Repelitas in the 1980s to push China's total economic output to second in the world, China entered the 11th Repelita period (2006-2010).

Different from tradition, the 14th Repelita (2021-2025) does not set a quantitative target for GDP growth; on the other hand, the plan describes the expected growth as broader, partly to emphasize the quality of speed.

The 15th Repelita is considered a crucial step, as China uses three planning periods where the 14th, 15th, and 16th Five-Year Plans are to "realize socialist modernization" by 2035.

The 15th Repelita is expected to be a blueprint for China's development and an important window for other countries to observe China's policies in building and making decisions.

China is known to be facing a number of economic challenges, including a trade war with the United States, a decline in business in the property sector, as well as a low level of economic growth, which was 4.8 percent in September, or was the lowest throughout the year.
