Realization Of 2025 K/L Expenditures Experienced Delays, Ministry Of Finance Calls The Impact Of Budget Adjustments

JAKARTA - Director General of Treasury of the Ministry of Finance (Kemenkeu) Astera Primanto Bhakti explained that the realization of ministry and institutional expenditures (K/L) in 2025 experienced delays due to several technical problems.

According to him, regarding the problem of K/L spending, there are actually no big big problems and this shopping process is a routine activity that usually runs regularly, it's just that the speed of spending realization from K/L tends to be different.

"So if you shop for K/L, this is what people ask about, there really is no problem. Because this is something that runs regularly. It's just that usually the speed of shopping from the K/L is gaping," he told the media crew when met at the Ministry of Finance Building, Friday, October 3.

He explained that the Budget Implementation List (DIPA) had been announced since November 2024 and its implementation rules were issued in January 2025. However, in February there was budget efficiency which required all Ministries/Egencies to make re-adjustments.

"Well then this is starting to work, and we in February if I'm not mistaken there is efficiency. So all K/L must do adjustments again," he said.

According to him, 2025 will be a special year, because K/L must reschedule its spending priorities, so that the schedule for spending will be postponed.

"They are planning again. How about it, which one is a priority, which one is not a priority. So this schedule is also a bit delayed. After that, just contract and others. So that in 2025 it will be a bit delayed," he explained.

He is quite optimistic that the K/L spending target in 2025 can be achieved, with a pattern approximately the same as in previous years.

"We are optimistic enough to be able to complete K/L spending this year. Yes, more or less is similar to the same mode in previous years," he said.

However, he did not specify which ministries or institutions whose spending realization tends to be slow.
