Regarding The 190 IUPs Suspended, Bahlil: Simple. Pay Reclamation Guarantee!

JAKARTA - Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia appealed to 190 mineral and coal mining companies whose permits were suspended to immediately pay reclamation and post-mining guarantee funds. This, said Bahlil, is an absolute requirement for the Ministry of Energy and Mineral Resources to return to grant operating permits.

Actually, the key is only one, simple, namely paying reclamation guarantees. That's just a reclamation guarantee," said Bahlil, quoted on Saturday, September 27.

According to him, the placement of reclamation and post-mining guarantee funds is an obligation so that mining activities are carried out to remain in line with sustainable environmental restoration governance activities.

Bahlil said, after forging funds, the funds would later be used to reclamation post-mining land if the company failed to fulfill its reclamation obligations.

Bahlil explained that the amount of funds that must be placed by each company depends on the number of commodities to be mined, as stated in the Work Plan and Budget (RKAB) submitted to the Ministry of Energy and Mineral Resources.

"If he doesn't pay reclamation after mining, the state will not find it difficult to reclamation because there is a guarantee," Bahlil explained.

Previously, the Directorate General of Mineral and Coal had frozen the operational activities of 190 coal and mineral mining companies that did not provide post-mining reclamation guarantees.

The freezing of 190 companies was stated in a letter from the Directorate General of Mineral and Coal (Minerba) of the Ministry of Energy and Mineral Resources with Number T-1533/MB.07/DJB.T/2025 and signed on September 18, 2025.

The letter stated that the temporary suspension of mining activities would automatically be canceled if the company had received a letter of stipulation and placed a reclamation guarantee until 2025.
