Transfer Funds Drop By IDR 2.4 Trillion, West Java Provincial Government Holds CPNS Recruitment And Budget Cuts
BANDUNG West Java Governor Dedi Mulyadi stated that the West Java Provincial Government still prioritizes public services even though it has to cut a number of shopping posts, including delaying the appointment of Candidates for Civil Servants (CPNS) in 2026. This step was taken as a result of a decrease in transfer funds to West Java of around Rp. 2.4 trillion.
"The central transfer fund to West Java in 2026 decreased to Rp2,458 trillion. However, the construction of basic community services remains running, it must not be reduced," said Dedi in Bandung, Antara, Thursday, September 25.
According to him, the reduction in the transfer funds has forced the West Java Provincial Government to carry out massive efficiency so that infrastructure, education, and health services development will continue.
The decline came from a number of posts, including Revenue Sharing Funds (DBH) which fell from Rp2.2 trillion to Rp843 billion, General Allocation Funds (DAU) from Rp4 trillion to Rp3.3 trillion, as well as the elimination of physical Special Allocation Funds (DAK) worth Rp276 billion. Unphysical DAK for School Operational Assistance (BOS) was also corrected from Rp4.8 trillion to Rp4.7 trillion.
With this decline, the total West Java 2026 APBD, which was originally projected at IDR 31.1 trillion, was revised to IDR 28.6 trillion.
The budget cuts to close the difference were directed at a number of non-priority shopping posts, one of which was employee spending which was cut by Rp768 billion. As a result, the appointment of CPNS in 2026 was postponed.
"If there are no development activities, the ASN will also be unemployed. So it's useless for us to appoint new CPNS," he said.
Other efficiency measures include reducing grant spending from Rp3.03 trillion to Rp2.3 trillion. Education grants will be transferred to scholarships directly to underprivileged students. Financial assistance to districts/cities was also reduced from Rp2 trillion to Rp1.2 trillion, and goods and services expenditures were reduced from Rp7.6 trillion to Rp5 trillion.
In addition, Dedi also instructed electricity, water, and other office facilities in all West Java Provincial Government offices.
"Electricity can only be turned on during working hours and when the room is used. If it is not used, it is turned off, including air, water, and internet," he said.
The cost of the banquet, which has been budgeted at IDR 5 billion, will also be cut.
"We just need to provide drinks. If you need food, cook yourself using cooking services. No need for catering," he said.

Although it has to cut many budget posts, the Governor ensures that the budget for the construction of roads, bridges, schools, health facilities, and public street lighting remains a top priority.
"The road must be smooth, the bridge must be good, schools must not be damaged, PJU must be lit. We must still be excellent at serving the people, even though the budget is decreasing," said Dedi.
