Government Starts Disbursing Loans For Red And White Kopdes Via Himbara Bank
JAKARTA - The government has officially started disbursing loans for the Red and White Village Cooperative (KDKMP) through Bank Himbara.
This decision was agreed in a Limited Coordination Meeting (Rakortas) chaired by the Coordinating Minister for Food Sector who is also the Chair of the National Task Force for the Acceleration of the Establishment of Village/Kelurahan Cooperatives (Kopdes/Kel) Merah Putih Zulkifli Hasan.
Minister of Cooperatives (Menkop) Ferry Juliantono emphasized that the disbursement of loans could start immediately this week after the business proposal submitted by the management/manager of Kopdes/Lel Merah Putih was approved by Bank Himbara.
In order to speed up the distribution, the management of the Kopdes / Kel Merah Putih is expected to immediately compile a business proposal to Himbara Bank.
"The proposal was made simply, so we have lost some, for example, we have to eliminate the approval of the district/city government. Then not every business proposal must be approved by rumors (special village meetings)," said Ferry, Monday, September 15.
Ferry added that with the placement of government funds of Rp200 trillion at Himbara Bank, it could further strengthen the position and role of banks in supporting the operation of the Red and White Kopdes / Kel.
Previously, the Ministry of Finance (Kemenkeu) was committed to supporting the financing of the Kopdes / Kel Merah Putih by using the Remaining Budget (SAL) funds with funds prepared at IDR 16 trillion.
Regarding the preparation of proposals and business assistance, the Ministry of Cooperatives (Kemenkop) guarantees that it will provide assistance by placing one Business Assistant personnel in charge of 10 cooperative units.
In addition, Project Management Officers at the provincial and district/city levels are placed to support the smooth operation process of the Kopdes/Lel Merah Putih.
"Tomorrow we will start traveling to various regions to hold regional meetings accompanied by Bank Himbara members to conduct socialization on the procedures for disbursement and making proposals," he said.
In order to simplify the disbursement process, the government has simplified the requirements.
Proposal bisnis tidak lagi memerlukan persetujuan pemerintah kabupaten/kota maupun musyawarah desa khusus.
With the approval of the cooperative supervisor, the proposal can be submitted directly to Himbara Bank.
Simplification of this requirement is carried out so that village cooperatives are not burdened with complicated bureaucracy.
"The proposal is made simple, there are several conditions that we eliminate. So every proposal submitted can be concise and immediately processed. Even the manual book has been prepared by the bank," continued Ferry.
In terms of governance, Ferry has prepared a layered surveillance system to ensure that the Kopdes/Gel Merah Putih operational process runs optimally without causing fraud.
Internally, there is a cooperative supervisor who incidentally is the Village Head and also the surveillance system carried out by cooperative members.
Then from external, Kemenkop has provided an information system for the management of Kopdes/Lel Merah Putih, namely Simkopdes Microsite to assist the surveillance system digitally and in real time.
"We have created a cooperative management information system where the input process has been entered, so the supervision is monitored digitally," said Ferry.
As an initial stage in September 2025, the government targets the disbursement of loans to 16,116 units of Kopdes / Kel Merah Putih.
This disbursement will be carried out in stages while waiting for the issuance of the new Minister of Finance Regulation (PMK).

"Pak Menkeu (Purbaya Yudhi Sadewa) juga akan mengeluarkan PMK yang baru, jadi nanti pembiayaan tidak hanya yang dari Rp16 triliun," kata Menkop.

Currently, the Kopdes/Lel Merah Putih financing scheme refers to PMK Number 49 of 2025.
In the regulation, a maximum loan ceiling of IDR 3 billion is set with an allocation for operational expenditure of a maximum of IDR 500 million with an interest rate set at 6 percent per year and a tenor of 6 years (72 months).
"The Minister of Finance (Purbaya Yudhi Sadives) will also issue a new PMK, so later the financing will not only be from Rp. 16 trillion," said the Coordinating Minister.
