DJKI Reveals Five Difference Points From New Candy On Royalty Management

JAKARTA - Director General of Intellectual Property, Razilu, revealed the novelty presented in the Regulation of the Minister of Law Number 27 of 2025 (Permenkum 27/2025) as the implementing rule of Government Regulation Number 56 of 2021 concerning Management of Royalties on Copyright of Songs and/or Music.

Different from the previous Permenkum, Razilu said there were five important points presented in Permenkum 27/2025, which were expected to provide welfare to songwriters.

The first point that was highlighted was representatives of the Collective Management Institute (LMK) in the regions. This aims to optimize royalty withdrawals.

"What was not (in the Ministerial Regulation) before was the existence of LMK representatives in the regions, which will later be located in the provinces," said Razilu at the Ministry of Law and Human Rights Office, Jakarta, recently.

"It will be handed over entirely to the LMK Creator and LMK Related Rights to determine which provinces the representatives are held. This is so that there is an optimization of withdrawals rather than royalties," he added.

Then, operational funds taken from the results of royalties collection, were cut by more than half.

The previous maximum operational funds were set at 20 percent in the previous Regulation of the Minister of Law and Human Rights they set it at the exact figure, not the maximum or minimum. They set only 8 percent," said Razilu. This means that approximately 12 percent will be able to be divided among rights holders.

In addition, the composition of the Commissioner of the National Collective Management Institute (LMKN) has also changed, with the addition of government representatives and the presence of copyright experts.

In the last two points, Razilu explained that there are clusters to facilitate the determination of royalty rates and the withdrawal of royalties from digital-based commercial public services.

Any hotel cluster will be created later, then any place to eat, any entertainment venue, then any type of office, and so on," said Razilu.
