Payment ID Has Not Been Launched Nationally, BI Confirms Still In The Trial Stage

JAKARTA - Bank Indonesia (BI) confirms that the Payment ID system is currently still in the development stage and is only in the initial trial stage to be used in certain one use cases.

The information circulating in the community regarding the launch of the system refers to the distribution of Non-Cash Social Assistance (BSNT) in the Banyuwangi area, not the launch of the Payment ID system nationally.

Head of the BI Payment System Policy Department (DKSP) Dicky Kartikoyono emphasized that the Payment ID system is still in the early stage of the experiment or trial in Banyuwangi.

Dicky emphasized that from the BI side, there was no special technical preparation because BI's role was more about ensuring that everything done was within the legal framework and in accordance with clear regulations.

He added that the use of Payment ID must refer to Law Number 27 of 2022 concerning Personal Data Protection (PDP), and require derivative regulations, such as Bank Indonesia Regulation (PBI), and Board of Governors Regulation (PDG) as well as the mechanism for socialization to the public.

"The most important thing about us is that everyone must have a legal umbrella. There must be a derivative of the PDP law. There will be a PBI later, the socialization to the community. Everyone uses approval, that's the concern for its use," he told VOI when contacted, Thursday, August 7th.

Dicky said that the purpose of this trial was to see how regulatory arrangements and clarity could be applied in practice.

Therefore, he conveyed that because this was still in the limited trial stage, its utilization was still dependent on the mechanism for distributing social assistance by the Ministry of Social Affairs (Kemensos) in Banyuwangi.

"Everyone must follow the various existing rules in accordance with their respective authorities," he said.

"It must be clear that everything must be in the rules of the game, with the clear rules, referring to the PDP law," he added.

In addition, he added that its implementation must also consider consumer protection and comply with all regulations in force in banking.

Dicky added, for example, if a data wants to be used, then the party who has the right to the data must give direct approval.

"For that, based on the consensus, later every party who will use it must comply with existing provisions, it cannot be arbitrary," he said.

He added that all data collection and utilization processes in Payment ID must be carried out based on regulations and approval from related parties.

"Yes, only those who agree, if they don't agree, what are we going to do, when we want to violate the right to protect our personal data, it's impossible. What's the name, if it's violated like that, it will definitely violate consumer rights, starting from all parties, we will definitely respond, we don't have the right if it's not based on approval, you know," he added.

Dicky said that currently banking and technology infrastructure still requires further development.

According to him, this process is designed in stages in several phases and cannot be realized instantly, to carry out the full implementation of Payment ID is expected to take about four years.

"We are preparing all the cooperation with the industry to be built in stages. It will take time to follow with clarity that the provisions cannot be done at once. In the Blueprint of the Indonesian Payment System (BSPI), it feels like if you look at the blueprint of the Indonesia payment system in 2030, it looks like the process is gradual," he said.
