Minister Of ATR/BPN Reveals 14.4 Million Hectares Of Land In Indonesia Don't Have A Certificate
JAKARTA - Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid revealed, there are still 14.4 million hectares of land in Indonesia that do not yet have a certificate.
Nusron said the millions of land were categorized as Other Use Areas (APL), but had not been officially registered in the national land administration system.
Meanwhile, based on data presented by Nusron, the number of APLs throughout Indonesia reaches around 70.4 million hectares.
"Of the 70 million hectares, 55.9 million hectares (79.5 percent) have not been certified, 14.4 million hectares (20.5 percent) have not been certified," said Nusron in his remarks at the Imposition of the 2025 Land Sector Budget Installation Movement (Gemapatas) which was monitored online via YouTube of the Ministry of ATR/BPN, Thursday, August 7.
Nusron explained, of the total 190 million hectares of mainland Indonesia, about 120 million hectares are categorized as forest areas. However, he said, conditions on the ground show that many areas should not be certified, but instead have certificates.
Meanwhile, the remaining 70.4 million hectares are included in the category of Other Use Areas (APL), which are the responsibility areas of the Ministry of ATR/BPN. Of these, only 55.5 million hectares have been successfully mapped and officially registered.

This means that there are still around 14.5 million hectares of APL land that have not been touched by mapping or land legalization.
Therefore, said Nusron, through the 2025 Budget Installation Community Movement (Gemapatas) which has officially started today, it is hoped that there will be support from the community to install stakes on their respective land boundaries.
Thus, it can facilitate the Ministry of ATR/BPN in mapping and legalizing land in the future.
"Well, one of our programs today, apart from installing the stakes, to mark the boundaries of each of the land parcels also marks the boundaries of the forest and APL or non-forest," he said.
