Observers Call Jakarta ASN Policy Mandatory To Increase Angkot Must Be Supported
The implementation of the DKI Jakarta Governor's Instruction (Ingub) Number 6 of 2025 concerning the use of public transportation for state civil servants (ASN) in DKI Jakarta has received attention from transportation observer Djoko Setijowarno.
Djoko, who also serves as Deputy Chair of the Central Indonesian Transportation Community (MTI) Empowerment and Development Area, appreciated the steps taken by DKI Jakarta Governor Pramono Anung which requires ASN to use public transportation every Wednesday.
"The goal is to provide a clear example to the community in supporting pollution reduction, building sustainable policies, and realizing governance that cares about the environment and supports green mobility," said Djoko when confirmed by VOI on Friday, May 2, 2025.
Furthermore, Djoko said that the DKI Jakarta Provincial Government's initiative to cultivate the use of public transportation among ASN is one of the efforts to encourage the public to use more public transportation facilities.
"If only 65 thousand DKI Provincial Government ASN use public transportation every Wednesday, of course it is not enough to change the rhythm of traffic congestion in Jakarta," he said.

However, if this policy is implemented consistently and sustainably and is supported by the DKI Jakarta DPRD by making regional regulations (Perda), then the policy can continue despite the change of leadership.
"This policy can be a trigger and trigger for people to switch to public transportation," he added.
Djoko said that a similar policy is not new in Jakarta. During the time of Governor Joko Widodo, a similar policy was implemented by requiring ASN to increase public transportation every Friday. However, the initiative did not continue.
In addition, during the time of Governor Basuki Tjahaja Purnama (Ahok), there was a ban on motorbikes crossing Jalan Jenderal Sudirman and Jalan MH Thamrin, as an effort to encourage people to use public transportation. Instead, the DKI Provincial Government provides free bus services from the Senayan Roundabout to Harmoni.
"Unfortunately, this policy also did not last long because it was only in the form of an instruction from the governor, not a regional regulation," said Djoko.
In fact, according to data from the DKI Jakarta Transportation Agency in 2017, the policy of banning motorbikes has a positive impact: vehicle volume decreased by 22.4 percent, vehicle average speed increased from 26.3 km/hour to 30.8 km/hour, and travel time increased by 15 percent.
Meanwhile, according to data from Polda Metro Jaya in the same year, the number of congestion points decreased, traffic violations decreased, and the number of accidents decreased by 30 percent.
Djoko explained that those included in the category of public transportation include: MRT Jakarta, LRT Jabodebek, LRT Jakarta, KRL Commuter Line Jabodetabek, Airport Train, TransJakarta Bus, Trans Jabodetabek Bus, regular public transportation, ships, and transportation between employees (shuttle employees).
He also said that the coverage of public transportation services in Jakarta has reached 90 percent. One indicator is the distance between occupancy and public transportation access which is no more than 500 meters.
"So, there is no problem for ASN who live in the DKI Jakarta area. However, ASNs who live outside Jakarta will face problems, because the improvement of public transportation services in buffer areas is not as massive as in Jakarta," Djoko explained.
Therefore, Djoko emphasized the importance of expanding Trans Jabodetabek services to the Bodetabek area to support the success of this policy.
