Palace Evaluates Security Disruption In Papua, Agreed To Defeat KKB

JAKARTA - A series of terror-armed criminal groups (KKB) in Papua continues to cause victims. This time the Head of Regional State Intelligence Agency (Kabinda) of Papua, Brig. Gen. TNI I Gusti Putu Danny Nugraha, died in a firefight.

This incident became a joint evaluation when the Presidential Chief of Staff Moeldoko held a meeting to coordinate the development of the latest Papua security situation at the Bina Graha Building, Jakarta, Monday, April 26.

“Operations in Papua need to be evaluated. Sometimes something is simple but complicates things. Don't be trapped in that situation, there must be changes and improvements,” said Moeldoko while conveying his condolences for the death of one of the nation's best sons, Head of Regional State Intelligence Agency (Kabinda) of Papua Danny Nugraha.

In this meeting, Moeldoko was accompanied by Deputy V of the Presidential Staff Office (KSP) Jaleswari Pramodawardhani to gather related Ministries/Agencies ranging from the Coordinating Ministry for Political, Legal and Security Affairs, the State Intelligence Agency (BIN), the National Army (TNI), the National Police (Polri), the National Counterterrorism Agency (BNPT), to the Regent of Intan Jaya Regency. Moeldoko asked for various inputs to find the best solution for handling the KKB in Papua.

Meanwhile, the Head of Defense and Security for the Police, Inspector General Paulus Waterpauw, agreed with Moeldoko's statement. According to Paulus, the synergy in the field is not yet integrated. This point is important so that efforts to eliminate and arrest KKB can be optimal.

An evaluation has also been carried out by the Coordinating Ministry for Political, Legal, and Security Affairs. After the death of Kabinda Papua Danny Nugraha, the Coordinating Ministry for Political, Legal, and Security Affairs held a special coordination meeting led by the Coordinating Minister for Political, Legal, and Security Affairs Mahfud MD. One of the points at the meeting, the Coordinating Minister for Political, Legal, and Security Affairs emphasized the need to strengthen coordination and increase the intensity of operations in Papua.

Meanwhile, Deputy Head (Waka) of State Intelligence Agency (BIN) Lt. Gen. TNI Ret. Teddy Lhaksmana Widya Kusuma emphasized that with Papua's current condition, the government has the opportunity to resolve the KKB problem. Moreover, he said, the evaluation of operations in Papua had already been discussed.

"The operation to complete the KKB must be continued," said Teddy.

Teddy added that the mention of the name KKB was inappropriate. Moreover, a number of parties have proposed calling the KKB a terrorist separatist. This constitutes a counter-terrorism act through United Nations Security Council Resolution 1373.

Meanwhile, the Head of the Strategic Intelligence Agency (Kabais) TNI Lieutenant General TNI Joni Supriyanto said that the handling of KKB in Papua needs to involve traditional figures and communities, to the district government.

Meanwhile, the Head of the BNPT, Boy Rafli Amar, and Assistant Chief of Police, Inspector General Imam Sugianto, agreed that the operation in Papua was not a military operation, but a law enforcement operation.

"So, the KKB crime in Papua can be processed legally. But the involvement of the TNI there is related to the issue of state sovereignty, so we have to do the totality in dealing with the situation in Papua," Boy explained.

There is also the Regent of Puncak Jaya Regency, Yuni Wonda, who hopes that, in handling the situation in Papua, especially in Puncak Jaya, requires special supervision and a special approach.

"There needs to be an approach to the community, build good communication. It is also necessary to build road infrastructure, open houses, and electricity,” said Yuni.

Previously, President Joko Widodo (Jokowi) mourned the death of the Head of the Papua Regional BIN (Kabinda) Brigadier General TNI I Gusti Putu Danny Nugraha Karya.

Kabinda Papua is reported to have died after a gun battle with KKB in Dambet Village, Beoga District, Puncak Regency, Papua on Sunday, April 25.

"On behalf of the people, nation, and country, I would like to express my deep sorrow for the families left behind. Let us pray for the spirit of the late Brigadier General I Gusti Putu Dani to get the best place in the side of Almighty God," Jokowi said in a press conference broadcast on Monday on the Presidential Secretariat YouTube account, Monday, April 26.

Jokowi said that the state would grant promotions. This was done because of the dedication given by I Gusti Putu Danny.

"The state will award a promotion to one level higher for the dedication, and sacrifice of Brigadier General I Gusti Putu Dani," said Jokowi.
