Netray Monitoring: Appointment Of CPNS Postponed, Netizens Are Restless

JAKARTA The government's decision to postpone the appointment of Candidates for State Civil Apparatus (CASN) has shocked many, especially those who have struggled through a long selection.

The government has decided to postpone the appointment of CPNS and Government Employees with a Work Agreement (PPPK). The appointment of CPNS was originally scheduled to be carried out in March 2025 and was postponed to October while PPPK was March 2026.

However, after receiving a negative reaction, President Prabowo Subianto ordered the appointment of CPNS to be accelerated. The Ministry of State Apparatus Empowerment (Kemenpan RB) finally decided that the appointment of CPNS would be carried out no later than June 2025, while CPPPK October 2025.

The main reason for delaying the appointment of CPNS is the unpreparedness of budgets and administration in various regional agencies. Many local governments admit that they have not been able to bear the financial burden to pay new employees, forcing them to ask for a Counting Date (TMT) resignation.

In addition, the adjustment of formations to field needs has not yet been completed, so the allocation of employees is considered not optimal.

The government also wants to appoint CPNS simultaneously for efficiency and equity. If it is carried out in stages, it is feared that there will be inequality in the distribution of employees, especially in important sectors such as health and education.

Netray conducted monitoring in online media to find out how the mass media reported this issue.

With the keywords for the postponement of cpns found 523 articles from 60 media during the period 6-12 March 2025. This issue received considerable attention in the mass media, thus showing that the delay in the appointment of CPNS has attracted public attention.

Regarding the simultaneous appointment, it turns out that this topic is also widely discussed in the mass media. Public Policy Observer Trubus Rahadiansyah questioned the government's urgency to make simultaneous appointments so that it had to be postponed from its proper schedule.

This decision, said Trubus, reflects the government's efforts to hide behind reasons for efficiency. In fact, the appointment of CPNS and PPPK is a necessity that has been regulated in the law.

As a result of this delay, a demonstration of CPNS and CPPPK emerged, one of which was in Riau. Hundreds of employees who are members of the Riau CPNS Alliance and PPPK Forum, who have passed in 2024, held a demonstration at the Riau DPRD building on March 10.

Apart from reporting media, Netray also monitors conversations on TikTok social media to capture the opinions of netizens regarding this issue.

With the keywords 'CASN' and 'CPNS' in the same monitoring period, 259 video uploads were found that managed to attract great attention.

The videos have been watched 34.8 million times and received 1.5 million impressions in the form of likes, comments, and shares, showing how widely this issue affects digital citizens, Netray reports.

Many TikTok netizens voiced sharp criticism of the government's policy of delaying the appointment of CPNS 2024. One of them is the @subhannursobah account, which considers this decision an act of wrongdoing and makes no sense for ignoring the fate of ASN candidates who have left their previous jobs.

According to him, this policy is also like 'test the water', issued first, then canceled if it gets a lot of rejection.

"This upload received a response from netizens with 6.5 thousand comments, 84.9 thousand likes, and was re-shared up to 13.2 times," saidNetray.

On the other hand, several accounts with the highest impression also dominate the conversation. The C-CPNS Dhani account recorded 285.1 thousand impressions, followed by Rieke Diah Pitaloka with 167.2 thousand impressions.
