Legislator Commission II DPR Asks Menpan RB To Revoke Appointment Of Candidates For ASN And PPPK

JAKARTA - Member of Commission II of the Indonesian House of Representatives, Indrajaya, highlighted the demonstration against the postponement of the appointment of candidates for state civil servants (CASN) and government employees with a work agreement (PPPK) on Monday, March 10. He asked the Minister of Administrative and Bureaucratic Reform to revoke the postponement of the appointment.

During the demonstration, the action participants urged Menpan RB to revoke the circular regarding the adjustment of the schedule for the appointment of CASN/PPPK TA 2024. Based on the latest decision, the appointment of CPNS 2024 will be carried out on October 1, 2025, while PPPK is scheduled to start duty on March 1, 2026.

This decision is not in accordance with the initial schedule, participants who passed the 2024 CPNS selection who were supposed to receive an Employee Identity Number (NIP) in March 2025. Meanwhile, participants who passed the 2024 PPPK selection phase 1 were originally scheduled to be appointed in February 2025, while stage 2 was in July 2025.

Indra said the decision in the Kemenpan RB Circular had actually been submitted in the RDPU with Commission II of the DPR RI on Wednesday, March 5.

In this meeting, said Indra, Kemenpan RB explained that the postponement of the 2024 CPNS appointment was not due to budget efficiency in 2025, but for considering the need for structuring and placement of ASN to support development priority programs.

The conclusion of Commission II is to ask the Kemenpan RB to complete the appointment of CPNS in October 2025 and PPPK in March 2026.

"It means, we want that in that month, Menpan RB can complete the appointment of all CPNS and PPPK, not start the appointment, let alone synchronize the PPPK candidates, whose recruitment stages are clearly different," said Indra, Tuesday, March 11.

Indra admitted that he understood the demands of CPNS and PPPK. Because this is a matter of certainty in work, concerning the basic needs of each individual.

"The Kemenpan RB should prioritize sensitivity regarding this more urgent need. Does not provide clarity on CASN's fate is part of the development priority program," explained Indrajaya.

Indrajaya explained that the CASN, which is generally an honorary employee, has been waiting for a clear fate for quite a long time, not a few of them who have served between 20 and 30 years with unclear fees and the fate of layoffs at any time.

"To become civil servants or PPPK, they must meet a number of requirements, such as education and service period. It's a pity if those who have passed this, the certainty of their appointment is delayed, they are also faced with the need for a difficult life to postpone, I even hear that many have owed because I hope for the certainty of their status," said the legislator from the South Papua electoral district.

Based on information from the State Palace, said Indrajaya, the delay in the appointment of CASN was not due to budget efficiency. The Kemenpan RB should have been able to translate the explanation with a better and more deft performance.

"This is a matter of the ministry's management's ability, if it is not able to create good government policy, MenPANRB evaluates itself, not sacrifices the interests of the people," said Indra.

It is known that the reason for this delay was because the ASN formation quota received was too much, reaching 1,017,000 (PPPK) and 248,970 (PNS) and had an impact on the expenditure of ASN employees in the 2025 State Budget reaching Rp 521 trillion, a sharp increase compared to 2024 which was only Rp 460.8 trillion.

"If you refer to the KemenPANRB's confession which was strengthened by the State Palace, that the postponement is not due to budget efficiency, it is very regrettable if CASN must be sacrificed," concluded Indrajaya.
