NTB Dikbud DAK Corruption Investigated By Police, Prosecutor's Office Investigates Criminal Indications

The West Nusa Tenggara (NTB) High Prosecutor's Office (Kejati) is waiting for the results of the handling of the Mataram Police regarding the alleged corruption case in the management of special allocation funds at the NTB Provincial Education and Culture Office (Dikbud).

"For DAK (special allocation funds), we just heard from the media, yes, the DAK case has been handled by police investigators," said Head of the NTB Attorney General's Office Enen Saribanon in Mataram, Tuesday, February 18, as reported by Antara.

According to the rules of the agreement between the prosecutor's office and the KPK and the police, he continued, if the KPK or the police had already handled it, the prosecutor's office could not participate in handling corruption cases in the same object of the case.

"So, we are waiting for the results of developments," he said.

At the closing momentum of 2024, the Head of the NTB Prosecutor's Office has ordered his staff in the field of special crimes to investigate indications of corruption in the management of the 2023 special allocation fund (DAK) worth Rp42 billion at the NTB Education and Culture Office.

"We have asked the pidsus team to trace it (criminal indications) by starting to collect data and information material," said Enen.

Enen, who has held the position of Kajati NTB since May 21, 2024, at that time admitted that he only learned about the handling of cases that came from public reports.

"I thank you for the information, indeed I have not touched this, indeed because I just heard this information," he said.

Assistant for Special Crimes at the NTB Prosecutor's Office, Elly Rahmawati, on August 1, 2024, said the same thing that the follow-up to community reports was still ongoing at the investigation stage with the process of collecting data and information material.

Regarding the direction of the investigation, Elly said that his party was investigating the criminal indications that emerged in the procurement of props and construction projects.

The alleged crime in the management of the DAK of the NTB Education and Culture Office is related to the process of distributing goods and services.

There are a number of vocational schools that have not received a grant of equipment from the procurement of the program, even though the payment warrant (SPM) to one of the partners has been issued on December 1, 2023.

For development projects, criminal allegations arise from the work of the student practice room (RPS) SMK. It was recorded that 24 SMKs received construction projects, but until the deadline for work on December 31, 2023, only two SMKs had entered the handover stage or provisional handover (PHO).

From the search for the Electronic Procurement Service (LPSE) of NTB Province, the NTB Education and Culture Office utilized DAK in 2023 for the auction for the planning and construction of the SLBN 3 Mataram new school unit (USB) with a total budget ceiling of IDR 8.64 billion.

For the development planning project, it emerged as the winner of the PT Vertexindo Consultant auction, which is located in the Ampenan area, Mataram City. The company emerged as the winner of the auction with an offering price of Rp180 million.

Meanwhile, the construction project was won by CV Mahkota Indah, whose address is in Ampenan, Mataram City, with an offering price of IDR 8.05 billion.

This is different from the handling under the control of the Mataram Police, namely related to the case of illegal levies by Ahmad Muslim, the Head of the SMK Division at the NTB Dikbud Service, the results of the arrests in mid-December 2024.

The extortion is related to the implementation of DAK funds for the procurement of goods and services at one of the Vocational Schools in Mataram City in 2024.

The process of handling by the Mataram Police is now just waiting for the completeness of the files for the delegation needs to the research prosecutor or stage one.
