Deputy Minister Of Public Works Calls PDAM Implementing Alternative Financing To Improve Water Services
Deputy Minister of Public Works (PU) Diana Kusumastuti asked Regional Drinking Water Companies (PDAM) in various regions to intensify alternative financing in addition to the APBN or APBD, to improve drinking water services to the community.
According to Diana, one of the main indicators in the 2025-2029 RPJMN is the achievement of safe drinking water access for 34.15 percent of households and the coverage of piped water services of 38.07 percent. However, the coverage of the piping network is currently still 19.76 percent, so there is still a shortage of 18.31 percent.
"To achieve this target, of course, requires large funds, so PDAM must start implementing alternative financing other than the APBN or APBD such as the Business to Business (B to B) scheme," Diana said quoting Antara.
he said this Friday that he had attended the groundbreaking for the development of the East Bandung/Kertasari Drinking Water Supply System (SPAM) in Bandung Regency, West Java.
Diana expressed her appreciation to Perumda Tirta Air Drinking Tirta Rahaja and the Bandung Regency Government for implementing the Business to Business scheme for SPAM East Bandung/Kertasari.
"The synergy between the regional government, the private sector and the central government, I hope it can produce the best so that people can get drinking water. I ordered this water from SPAM to have the quality of drinking water, not just clean water quality," he said.
According to him, the development of the East Bandung/Kertasari SPAM was carried out by Perumda Air Drinking Tirta Raharja with financing from PT Moya Indonesia. The Ministry of Public Works through the Directorate General of Public Works Infrastructure Financing also provides assistance in the process of this project transaction.
This development includes the rehabilitation and construction of a new production capacity with a total capacity of 1,100 liters/second as well as the construction of a distribution network with an In installment Paid Contract (KBA) scheme.

The distribution pipeline is designed to reach 5.7 kilometers which connects 44,503 house connections in Bandung Regency and Bandung City. The water sources come from Paperari Intake (500 liters/second) and Cikoneng IPA upgrading (600 liters/second).
President Director of Perumda Air Drinking Tirta Raharja Teddy Setiabudi on the same occasion, expressed his gratitude to the central government through the Ministry of Public Works for providing technical assistance starting from the preparation stage, planning, to the implementation of the SPAM development.
"We believe that the success of the development of the East Bandung SPAM will not only increase the coverage of drinking water services, but also become an effective collaborative model for the development of basic infrastructure in Indonesia," he said.
